Private company opens June 8; the Government on 15 | News from El Salvador

The Legislative Assembly approved yesterday with 56 votes the new comprehensive health quarantine and economic reopening law, which includes the gradual resumption of activities of the private sector by June 8, and the public sector by June 15, among other measures.

The new law suspends judicial and administrative deadlines, bank payments, rents, basic services, classes at all levels, as well as restrictions on the movement of people, public transport, ban on shows and parties, for up to 15 days. and other sanitary provisions while the conditions of the country are normalized, the deputies explained.

In the regulations, the deputies decided that the Vice Ministry of Transport will have to develop a plan for opening public transport, which must be submitted to the Assembly within seven days from the effective date of the law. However, it will be in a hurry to mobilize private employees from June 8.

Patients with a positive COVlD-19 diagnosis They may choose to be hospitalized in a private medical center that has the capacity to treat the disease at any stage. In addition, the quarantine may be controlled or domiciled, as long as it is carried out in the facilities supervised by Health in the places of residence of the people.

Likewise, the maximum duration of quarantine for suspected cases may not exceed 15 days, unless the health authorities have a different period, which must be duly justified and certified with medical, scientific arguments, protocols and sanitary regulations, establishes the new law.

Public transport will only be enabled exclusively to mobilize duly identified public health personnel, clinics and private hospitals, as has been done in the last two weeks.

The regulations were approved by the ARENA, FMLN and PDC parties. It was not supported by the representation of the ruling GANA party, which did not participate in the vote in plenary and withdrew after the signing of the opinion.

The deputies who voted against were the independent Leonardo Bonilla, José Juan Martell, from CD; Reynaldo Carballo, of the PDC; Luis Urías, from PCN; Milena Mayorga and Gustavo Escalante, from ARENA.

During the discussion of the document, the deputy Guillermo Gallegos conditioned the vote of his party if three main points were not approved. The first: that a 15-day quarantine will be carried out for all sectors; secondly, the prohibition of public transport, and lastly, the continuity of going out to make purchases in accordance with the last number of the Personal Identity Document, as has been done lately. However, the new law only coincides with Gallegos’ claim in the collective transport service.

The deputies warned that if an official does not report what is established, he must answer to the Assembly and the Court of Accounts.

Also, the new regulations direct the Ministry of Health to prepare and execute a plan for the prevention, containment and response to the pandemic and then send it to the Assembly no later than ten business days after its entry into force.
