At this very moment, I am deeply grateful to the service members of the Armed Forces who are carrying out their national defense mission on the land, sea, and air of the Republic of Korea for their dedication and hard work.
We would also like to thank the soldiers deployed to other countries who are dedicating themselves to world peace.
I would also like to express my deep respect and gratitude to the martyred soldiers, founding veterans, veterans, and reservists who have protected the free Republic of Korea.
In addition, I would like to express my deepest gratitude to the military families who have silently devoted themselves to supporting the soldiers both financially and spiritually, as well as to the soldiers and families of US Forces Korea who have contributed to the peace and stability of the Korean Peninsula and created the 70-year history of the ROK-US alliance together.
Dear citizens and soldiers of the Armed Forces.
For the past 75 years since its founding, the Armed Forces of the Republic of Korea has fulfilled its mission with the great responsibility of national defense as the last bastion of protecting liberal democracy in the Republic of Korea.
Our military defended our country with blood from the communist invasion of North Korea.
And by protecting national security without wavering against North Korea’s constant provocations, we have laid the foundation for remarkable economic development.
Our military, which was born in a harsh environment without proper weapons after liberation, has grown into a powerful force in the world that is feared by the enemy and trusted by the people.
We developed cutting-edge fighter jets with our own hands, built the world’s best Aegis ships, and achieved the record-breaking export of high-performance tanks, self-propelled guns, and fighter jets.
During the Korean War, many young people from the free world ran to protect the freedom of the Republic of Korea, but now our young people are dispatched to protect freedom and peace around the world.
When I look at our military, which has grown into a powerful force in the world, I feel an overwhelming sense of pride as the Commander-in-Chief of the Armed Forces.
My fellow citizens,
Despite repeated warnings from the international community over the past several decades, North Korea has been upgrading its nuclear and missile capabilities and has been blatantly threatening to use nuclear weapons.
This is an existential threat to the people of the Republic of Korea and a major challenge to world peace.
While the North Korean regime is obsessed with developing nuclear weapons, the suffering of the North Korean people is worsening, and the North Korean regime’s exploitation, oppression, and human rights violations against the people continue.
The North Korean regime must clearly understand that nuclear weapons cannot protect its security.
Our military will immediately punish North Korea for any provocation based on its practical combat capabilities and solid readiness posture.
If North Korea uses nuclear weapons, the ROK-US alliance will respond overwhelmingly to put an end to the North Korean regime.
Based on the solid ROK-US alliance, the government will further strengthen security cooperation between Korea, the US and Japan, and further establish a strong security posture through close solidarity with friendly countries.
Additionally, our people will never be deceived by the fake peace tricks of North Korea’s communist forces and their followers.
Dear Armed Forces Soldiers,
Our military is equipped with overwhelming response capabilities and a response posture, including the Korean-style three-axis system, and will soon establish a strategic command center to integrate and command strategic assets.
Recently, we established the Drone Operation Command, which oversees operations in response to North Korea’s drone provocations.

President Biden and I announced the “Washington Declaration” last April to respond substantively to the escalating North Korean nuclear threat.
Now, the ROK-US alliance has become more sophisticated into a nuclear-based alliance.
Through the ROK-US Nuclear Consultative Group (NCG), we will build an integrated response system that combines US nuclear assets and our non-nuclear assets.
U.S. strategic assets that will be deployed frequently within the Korean Peninsula will strengthen North Korea’s nuclear deterrent.
In addition, we will expand the scope of cooperation of the ROK-US alliance to the space and cyber domains and further strengthen joint exercises and training.
The Camp David Korea-U.S.-Japan cooperation system will further strengthen North Korea’s nuclear deterrence.
In order to overcome the complex crises we face and prepare for future security threats, we must achieve defense innovation based on cutting-edge science and technology.
We must rapidly develop capabilities that will lead the future battlefield, including artificial intelligence, manned and unmanned complex combat systems, space, cyber, and electromagnetism.
Additionally, we cannot build a strong military without properly investing in our soldiers.
We will support our soldiers to achieve the highest level of combat capability by dramatically improving their service conditions and barracks environment.

Our defense industry is expanding throughout the world, and many countries are praising the excellence of our weapons.
