“Possible recognition of the “LPR” and “DPR” by the Russian Federation will become an obvious and complete withdrawal of Russia from the Minsk agreements,” the minister said.

“Russia says a lot. For example, that it has never ‘attacked’ Ukraine. For example, that ‘they are not’ in the Donbas. For the world, the picture here is absolutely clear and obvious. First, Russia is a party to the conflict. Second, Russia must fulfill part of the Minsk agreements, starting with the security part.Third, Ukraine in recent years (and this is the great merit of the [Владимира] Zelensky personally) did everything to strengthen ties with the occupied territories, with Ukrainian citizens living in the occupied territories, and to implement the Minsk agreements and the decisions of the Normandy summits. Now it is an absolutely indisputable fact that the responsibility for the situation and for the future implementation of the Minsk agreements lies with the Russian Federation,” the Foreign Minister said.

The authors of the document – representatives of the Communist Party of the Russian Federation Gennady Zyuganov, Ivan Melnikov, Vladimir Kashin, Nikolai Kolomeitsev, Yuri Afonin, Dmitry Novikov, Leonid Kalashnikov, Kazbek Taysaev, Yevgeny Bessonov, Nikolai Osadchy, Alexei Kurinny – called the recognition of the “DNR” “reasonable and morally justified” and “LNR”. In their opinion, the recognition of the militants “will create grounds for ensuring security and protection guarantees” for the residents of ORDLO.
Victor Vodolatsky called the proposal of the Communist Party hasty on the recognition of militants “LDNR”. According to him, “today it is important reach a stronger decision” in the requirements of the Russian Federation to the United States and NATO on “security guarantees”.

The Kremlin refused to comment on the initiative of the Communist Party of the Russian Federation before the draft document was officially considered by the State Duma.

The United States and NATO have repeatedly urged Russia to de-escalate tensions at the border. Russia, in turn, put forward demands for security guarantees, among which – non-expansion of NATO “eastwards” and refusing to admit to the Alliance states that were previously part of the USSR. On these requirements, in January 2022, Russia held talks with the United States, NATO and the OSCE. As a result, Russia stated that did not receive any guarantees from the USA and NATO, and US representatives said that before the Russian Federation worth the choice: de-escalation and diplomacy or confrontation and consequences.
In mid-January, American media, in particular CNN, reported that Russia may invade Ukraine in January–February. She allegedly can arrange a provocation, which will be the reason for the attack. On January 14, White House Press Secretary Jen Psaki confirmed that the American side had information that Russia prepares for sabotage in Donbass: she wants to accuse Ukraine of provocation to justify her invasion. According to the Main Intelligence Directorate of the Ministry of Defense of Ukraine, the Russian special services preparing provocations against the military personnel of the armed forces of the Russian Federationto blame Ukraine for this.
