According to Hollevoet, the owners usually do not have the appropriate driving license. “With a normal scooter, the driver is considered a cyclist when the speed is above walking pace. Then he or she must adhere to the rules for cyclists. With an electric scooter without a saddle, the maximum speed is 25 kilometers per hour, but those who drive at walking pace are regarded as a pedestrian. ”

Whether or not a saddle on a scooter changes matters. “Up to 25 kilometers per hour, this corresponds to the road code for a class A moped,” it says. “Steps that can travel up to 45 kilometers per hour fall under the road code of a class B moped. In these two cases, the scooter must therefore also be registered as a class A or B moped and a number plate must be attached to the saddle. Insurance must also be taken out and the driver must wear a helmet. The certificate of conformity is required for all these matters. ”
