Police Chief Chooses “Sexual Intercourse with a Minor” Instead of “Rape” in Parigi Moutong Case

Central Sulawesi Police Chief (Central Sulawesi) Inspector General Agus Nugroho chose the diction of sexual intercourse with a minor over rape related to the case ABG 15 years in Parigi Moutong (Parimo) highlighted by the public. Agus reasoned that there was no element of violence or threats in the ABG case.

“In this case there was no element of violence, threats or threats of violence including threats against the victim,” said Inspector General Agus at a press conference at the Central Sulawesi Regional Police, Thursday (1/6/2023).

He said case intercourse with minors this is also not done together. Eleven alleged perpetrators were said to have carried out these actions separately and at different times.



“In terms of being carried out jointly, from the examination it was clear and firm that this crime was committed independently, not jointly,” he said.

Kapolda explained that the perpetrators had intercourse with minors with lures and persuasion. There are even perpetrators who promise that the child will be responsible if the victim becomes pregnant.

“The modus operandi he uses is not violence or threats of violence, but rather persuasion, deceit, the promise that he will be given a certain amount of money, will be given a number of items, whether in the form of clothes, cellphones, and some of the perpetrators even dare to promise that they will be held responsible.” answer if the victim gets pregnant,” he said,

“This case occurred from April 2022 to January 2023 and was carried out in different places at different times, carried out independently, not simultaneously by these 11 perpetrators,” he added.

Kapolda Call Not Rape

Previously it was reported, Central Sulawesi Regional Police Chief Inspector General Agus Nugroho chose the diction of sexual intercourse with a minor over rape in relation to the 15-year-old ABG case in Parigi Moutong (Parimo). He asked that the term rape be no longer used.

“To be known together that the case that occurred was not a case or case of rape or coercion, especially as we all know some time ago there were those who said rape was committed by 11 people together, I want to straighten out the use of that term,” said Agus.

“We do not use the term rape but sexual intercourse with minors,” continued Agus.

Agus said the reason he changed the term rape to child intercourse was because it referred to the applicable law.

“Why? Because if we refer to the term rape as referred to in Article 285 of the Criminal Code it is clearly stated that the constitutive elements in rape cases are acts of violence or even threats of violence, forcing a woman to have intercourse with him outside of marriage,” he said. .

It is known, the police have arrested 7 out of 10 suspects in this case. The perpetrators ranged from teachers to village heads (kades).
