A recent bill presented in parliament provides the extension of the PEC obligation (Certified Electronic Mail) also to motorists. As much as some may turn up their noses, according to the editors of Edge9 the idea is not that bad and would save time and money.

PEC mandatory for all motorists: a sensible proposal

We have been talking about forcing motorists to have a PEC for some time, at least since last year, even if nothing has been done so far. Of course, now that from 1 October it has been extended to all companies and professionals the obligation to have a digital domicile (we talked about it who) the temptation to extend it to other categories is strong. And it could also be an advantage for citizens.

The proposal comes from the CNEL (National Council of Economics and Labor) and has a double objective: to simplify communication with public administrations and to save a few euros in case of penalties: the delivery of fines at home has a cost between 10 and 15 euros, so as they have a cost any registered letters to contest the minutes. And there is also another advantage: you will no longer have to waste time in the post office to collect the registered letter if the postman comes by when you are not at home (or when the person in charge prefers to directly put the notice of stock without even attempting delivery. , what that it often happens).

If the proposed law were to pass, at the first mandatory periodic inspection, the car owner would be obliged to communicate his PEC address to the Civil Motorization. If he were to commit an infringement, the report would be delivered digitally to the certified e-mail address and the message will be considered delivered once it arrives in the recipient’s inbox. From this moment, the count of the days useful to pay the penalty in a reduced measure or to appeal to the Justice of the Peace or to the Prefect.

The PEC has a cost: are they making fun of us?

Some motorists might argue that it is not correct to oblige all drivers to equip themselves with a tool that has a cost. A correct observation, and it would not be bad at all if, in parallel with the obligation, the Government also decided to provide free PEC services, but on balance, the motorist still has to gain. A PEC account can be opened for 5 euros (excluding VAT) per year: if you think that the cost of delivering a report varies between 10 and 15 euros, it is clear that digital delivery is convenient.

However, the knot of points on the license remains, for infringements that foresee it: the current proposal foresees to deduct them directly from the car owner’s license, who however may not be the driver who committed the infringement. We therefore hope that, as already happens now, a form will be attached to the report in order to indicate who was driving the vehicle.
