Parliament is looking for a way out of the legal case in which it found itself after a fierce scandal in the plenary. BLITZ recalls that on Thursday, lawmakers introduced the NSO law at first reading, but ultimately did not know whether or not they took away the security of Prosecutor General Ivan Geshev.
However, the dispute has turned from a debate on texts that reduce the number of people guarded by NGOs into a quorum scandal. Thus, due to procedural tricks, it is not clear what was voted and what was not, and the outcome was left for today.
“There is a violation of the rules during the first vote on the amendments to the Law on the National Security Service. From then on, there are no valid decisions. I believe that all votes are null and void,” said National Assembly Speaker Iva Miteva.
Miteva proposed in today’s agenda of today’s plenary session to include again the bills for amendment and supplement in the Law on the National Security Service.
At the same time, it became clear that it would vote at first reading on whether to close special justice. The deputies in the legal commission will consider the bill once again, Nova TV specifies. At the previous sitting, the vote failed. The reason – the requirement for the bill to be published on the website of the National Assembly.
In addition to the closure of the specialized courts and the prosecutor’s office, the texts provide for changes to the election of SJC members. The bill was passed at first reading in a legal committee during the previous parliament. According to some deputies in the committee, its consideration should be left to the next parliament, given the announced end of the 46th National Assembly.
Furthermore the update of the state budget enters the second reading in the line committee. MPs look at money for health and social services. At first reading, an increase in all pensions by an average of 12.5 per cent was approved as of 1 October.
In the field of healthcare, an additional BGN 350 million is provided, and for measures against the COVID crisis over BGN 400 million. Meanwhile, the Speaker of the National Assembly Iva Miteva convened an extraordinary sitting of the Parliament on September 7 at 11.00.
