Olivier Véran tackles maternity leave with paramedics and interns’ rest

Olivier Véran is appointed Minister of Health, replacing Agnès Buzyn. – Ludovic MARIN / AFP

The day after a meeting with resigning chief physicians demanding more resources for the hospital,
the new Minister of Health, Olivier Véran presented
several measures, especially on
maternity leave in hospital paramedics and the rest time of interns, announced his cabinet, this Friday.

“At the end of April, proposals will be made so that any foreseeable absence of paramedical professional of more than 48 hours is replaced,” said the Ministry of Health in a press release, without specifying whether sick leave and standard days off were also concerned. . It will be a question of ensuring that “the principle of versatility undergone by the carers”, often forced to replace their colleagues at short notice in other services and at other times than their own, “is no longer the rule “, Is it added

“It is not responsible either for their health or for that of their patients”

Olivier Véran also called
to “strict compliance with the safety rest” of medical interns and better accounting of their working time. “More than twenty years after his obligation, the security rest after a guard is still not respected in many hospital departments”, deplored the minister in front of nearly 600 participants gathered in an amphitheater of the City Congress Center . “More than ten years after the obligation of a maximum of 48 hours of weekly work authorized by European regulations, this limit is still not respected. This is no longer acceptable. Too many tragedies have taken place, ”he added.

“It is not acceptable that you have interns who do 24 hours on call at the hospital, Including often 12 or 14 hours in the emergency room, who sometimes do not have time to eat, in any case not time to lie down, and who the next day must follow up on an activity. It is not reasonable, it is not responsible either for their health or for that of their patients, “insisted Agnès Buzyn’s replacement. The neurologist from Isère also wants to financially encourage general medicine internships carried out “in under-equipped areas, in
what are called medical deserts “, By upgrading the accommodation allowance from 200 to 300 euros monthly.

“Future discussions” on the remuneration of caregivers and doctors

After 11 months of an unprecedented strike at the public hospital, Agnès Buzyn’s successor met on Thursday with four representatives from the Inter-Hospital Collective (CIH) and some
800 chief physicians who have left their administrative functions in recent weeks to demand hirings and wage increases. The recovery of 10 billion euros in hospital debt over three years, promised as part of an “emergency plan” unveiled in November, will allow establishments “to benefit from approximately one billion euros of funding each year complementary ”, they were reminded.

“At the end of March, the results” of an Igas-IGF mission on this subject “will be shared with hospital representatives” before the opening, the following month, of “discussions” to determine “to what extent the use” of sums released “will be national or decentralized” in each establishment. “By June, each hospital will know the amount of its debt recovery,” the ministry said. In addition, “a study on the level of remuneration of carers and doctors in France” will feed “future discussions on” this subject.
