Not all the 13th salary of civil servants has been paid, this is Sri Mulyani’s explanation

JAKARTA, KOMPAS.com – Minister of Finance Sri Mulyani Indrawati explained the disbursement realization 13th salary Civil servants until 12.00 WIB today is IDR 13.57 trillion.

Of the total disbursement, as much as Rp. 5.47 trillion is the salary for the Central Government Civil Servants (PNS), TNI soldiers, and Polri, besides Rp. 8.1 trillion is the 13th pension channeled through PT Taspen ( Persero).

“It’s almost over with the center,” Sri Mulyani explained when giving an explanation in a video conference, Monday (10/8/2020).

The State Treasurer explained that it is estimated that the total payment of the 13th salary this year will reach Rp 28.82 trillion. This figure consists of Rp. 14.83 trillion from the State Budget for active civil servants of Rp. 6.94 trillion and Rp. 7.88 trillion for pensioners.

Meanwhile, the remaining Rp 13.09 trillion came from the APBD.

Sri Mulyani explained that the 13th salary budget has not been fully disbursed because the process depends on administrative and regulatory readiness, both by the central government and regulations at the regional government level.

He said that until now only 82.5 percent of work units had submitted Payment Orders (SPM) to the state treasury.

In the process, the satker can directly submit the SPM to the State Treasury Service Office (KPPN) after the Government Regulation regarding the 13th salary is issued. After that, then the disbursement process can be carried out and entered into the account of each recipient.

The regulations regarding the 13th salary are contained in Government Regulation (PP) Number 44 of 2020 concerning Provision of Salaries, Pension, Allowances or Thirteenth Income in 2020 which was signed by President Joko Widodo on August 7, 2020.

“As of Monday at 12.00 WIB, 82.5 percent of the total work units totaling nearly 14,000 have submitted SPM and almost all of them have finished the process at KPPN,” said Sri Mulyani.

For civil servants in the regions, Sri Mulyani said that she would continue to communicate and coordinate with local governments through the regional office of the Directorate General of Treasury of the Ministry of Finance.

Meanwhile, for retirees, his party has transferred the 13th pension budget to PT Taspen (Persero). The budget will later be paid to retirees through channeling banks.

To note, all civil servants including echelon I and II officials as well as members of the TNI and Polri get their 13th salary payment today.

However, high-ranking state officials such as the President, Vice President, ministers, and members of the House of Representatives are excluded from the list of officials who receive the 13th salary payment.

Sri Mulyani hoped with disbursement of the 13th salary This time, it can meet the needs of ASNs, especially in the new school year of school children, and can support the process of economic recovery in Indonesia which was hit by the pandemic.

“We hope that Rp. 28.8 trillion can be used by the TNI, Polri, and ASN to meet needs, especially during the new academic year and can support Indonesia’s economic recovery,” Sri Mulyani explained.
