Nito Cortizo appoints new magistrates of the Administrative Court of Public Procurement

According to the decrees, the appointments of the new main magistrates will be as of June 8, 2021

President Laurentino Cortizo appointed lawyers Martín Wilson Chen and Luis Murillo Mariscal, as new Magistrates of the Administrative Court of Public Procurement of the Republic of Panama.

Through Decrees No. 2 and No. 3 of April 17, 2021, the President of the Republic, in use of his constitutional and legal powers, appointed Luis Murillo Mariscal and Martín Wilson Chen respectively, as Principal Magistrates of the Administrative Court of Public Procurement .

According to the decrees promulgated in Official Gazette 29265, of this Sunday, April 18, 2021, Law 22 of June 27, 2006, which regulates Public Procurement, created the Administrative Court of Public Procurement, as an independent and impartial entity with jurisdiction Throughout the national territory.

Article 147 of said law establishes that the Court will be made up of three lawyers selected from a shortlist presented to the President of the Republic by a Special Commission, who will appoint them with their respective alternates. The Commission is made up of the ministers of Economy and Finance who preside over it, the Presidency and Security, or whoever they designate in their place.

Attorney Luis Murillo Mariscal will replace Judge Elías Solís in office, while Wilson Chen will replace Judge Diógenes de La Rosa, both appointed on June 7, 2026 for a period of five years.

Murillo Mariscal has a degree in law and political science from the University of Panama, has a master’s degree in Procedural Law from the Latin University of Panama and postgraduate studies from other higher education centers in France, Spain, Argentina, Cuba and Colombia. He also has a Postgraduate specialization in Public Markets (government contracting) and financial management of the State (Institute of Public Administration-IAP-. France).

Murillo Mariscal has been a lawyer since 1995, dedicated to public law (constitutional, administrative, tax, financial, municipal, environmental, etc.); He was Director of the Center for Research and Information and Editor of the Legal Bulletin, in the Office of the Public Prosecutor and Consultant for the Program for the Improvement of the Justice Administration System of the Inter-American Development Bank (IDB).

He has been an assistant lawyer in the Labor Relations Board of the Panama Canal and has a specialty in administrative law and within this, the regulation of State contracts where he has practiced in almost all areas of public and private service.

Regarding Wilson Chen’s academic background, he has been a lawyer, MBA business administrator and teacher for more than fifteen years. He has a Bachelor’s Degree in Law and Political Science from the University of Panama, a Sigma Lambda degree and a Postgraduate Degree in Strategic Management from the Latin American University of Science and Technology (ULACIT).

He obtained a Master’s Degree in Business Administration with an emphasis in Financial Administration, Criminal Law and Criminal Procedure with an emphasis on the criminal procedural system of the accusatory criminal system, from the Institute of Legal Study and Research (INEJ) and Master’s Degree in Higher Teaching, from the Universidad Latina from Panama.

He has been a Magistrate of the Administrative Court of Public Function as an alternate, Magistrate of the Administrative Court of Public Procurement, 1st. Presiding Magistrate and Vice-President Magistrate of said Court.

He has extensive experience in the practice of law and business administration for local commercial companies, as well as internationally. He was a legislator-substitute of the Legislative Assembly during the period 1989-1994 and deputy-substitute of the National Assembly, during the period 2004-2007.

According to decrees No. 2 and No. 3, which are signed by President Cortizo Cohen, the appointments of the new Chief Magistrates will begin on June 8, 2021, however, for tax purposes, these decrees will begin to govern from the inauguration of the position by Luis Murillo Mariscal and Martín Wilson Chen.
