The document says that given the observed spread of the coronavirus “at a rate unseen in the state since April 2020,” as well as rising COVID-19-related hospitalizations, the governor has declared a state of emergency across New York State.
According to the decree, the health department will be able to restrict the provision of non-serious and non-urgent procedures in hospitals in order to ensure sufficient beds in anticipation of a possible increase in the number of COVID-19 cases this coming winter.
The decree will take effect from Friday, December 3. It will also enable the state to more quickly procure any critical pandemic response.
