New emergency ordinance for the South Holland South Safety Region from Monday 10 August

A new emergency ordinance applies from 10 August. This emergency ordinance replaces the version of July 15th and gives security regions more powers to take local and regional measures to prevent or contain outbreaks. National rules have also been tightened. The emergency ordinance and a summary of the tightened rules can be found in this message.

The new measures:

Introductions by educational institutions and student associations:

  • Study associations and student sports associations are not allowed to organize physical activities if they are necessary for the introduction of the study or sport.
  • The chairman of the Safety Region may, under certain conditions, grant an exemption to educational institutions, student associations or student sports associations if they wish to organize physical meetings for introductory activities.

Hospitality: leave contact details
The catering industry must continue to work indoors and outdoors with a reservation (in advance or at the door), a health check and the allocation of a fixed seat (placement) at a table or at the bar. From now on, all visitors are also asked to register. Visitors leave their name and contact details so that the GGD can contact them in the event of an infection related to the catering establishment.

Recreational facilities: shut down in case of contamination
If the source and contact investigation by the GGD shows that a recreational institution (such as catering establishments and amusement parks) is the source of several infections, the institution will be closed. The chairman of the security region can close the institution for a maximum of 14 days.

Test street at Schiphol and other locations
At Schiphol – and possibly later also at other locations – a test street for travelers from risk areas will be built. On arrival in the Netherlands, travelers from orange areas have themselves tested and they go home in quarantine. Those who do not have themselves tested on arrival will go to home quarantine for 14 days.

Regional and local measures
Presidents of safety regions are given new powers to apply various local and / or regional measures to prevent or combat local outbreaks of the virus. These measures can also be introduced nationally if necessary. It’s about:

  • Prohibiting large-scale gatherings, such as excluding the presence of the public at sports events;
  • Limit opening hours for catering and night shops.

In addition, they already had a number of other powers for regional measures, such as:

  • Introducing one-way traffic in shopping streets;
  • Take behavioral measures such as a mandatory mask in certain areas;
  • Close locations or parking facilities.
