New Dpcm Monday 2 November, Conte towards Milan lockdown and stop moving- Corriere.it

And therefore – if to decide on a closure of the entire country Conte wants to arrive close to 8 November, 15 days after the decision to close bars and restaurants at 6pm and limit the movement of people – an acceleration on local measures was imposed by the numbers. Another 31 thousand infections in 24 hours, far too many to wait any longer.

For this reason, Prime Minister Giuseppe Conte has changed his strategy, giving up waiting for the two weeks from the signing of the last decree of the Prime Minister.

On Monday evening, therefore, the premier will sign a new Dpcm – the decree of the Presidency of the Council of Ministers – with which the government could close the borders between the Regions to try to slow down the virus. They will be indicated a series of red areas e activities to be limited: one of the hypotheses that shopping centers are closed.

The decision comes after a meeting at Palazzo Chigi between the Count and the majority heads of delegation, also extended to Professor Brusaferro (President of the Higher Institute of Health), Professor Locatelli (President of the Higher Council of Sanit), Doctor Miozzo (coordinator of the Scientific Technical Committee) and to Commissioner Arcuri.

During the meeting, as indicated by a note from Palazzo Chighi, there was an extensive discussion during which the experts provided the reasoned interpretation of the epidemiological curve in the light of the ISS report presented yesterday. The current scenario, the trend of the curve, and the various critical situations were analyzed in detail. After a second meeting, in which Conte was left alone with the heads of delegation, Minister Speranza asked the CTS to meet urgently and to provide the government with specific indications on the territories that are currently most critical and in need of further restrictive measures with respect to the framework current legislation.

The government expects to receive a response from the CTS already in the evening.

Tomorrow morning, Sunday 1 November, there will be a confrontation between Conte, the ministers Speranza and Boccia and the governors.

A new meeting between the government and the heads of delegation is scheduled for Sunday afternoon at 3.30 pm; and again on Sunday, at 5 pm, the majority group leaders will also join the meeting.

On Monday morning, two days in advance, Conte will be in Parliament to present the contents of the new Dpcm: closure of the cities in greatest suffering, starting – as mentioned above – from Milan and Naples, where you can only circulate with self-certification in hand, for reasons of urgency, work and health.
