According to detectives, Petr Kosmák, the chief technician who, according to the police, was appointed by the then influential politician and deputy mayor of the city district, Jiří Švachula (formerly ANO), played a key role in corruption at the SNMČ. According to the police, Kosmák was to be in charge of “reliable bribery collection”.

He himself was supposed to keep five percent of the bribes and allegedly passed the ten percent to Švachul. The total amount of bribes in this branch was to be over CZK 20 million. After the detectives hit the whole group last March, Kosmák was one of those who began to testify, and his testimony thus convicts not only Švachula, but also small businessmen and tradesmen, whom he previously castrated.

He took the money in cash

Kosmák received money from self-employed people working for the SNMČ at the beginning of the month. He took them in cash at individual meetings. “These took place mostly on the street or even in vendors’ cars. The list of companies and sole traders who were willing to pay these bribes was continuously updated, “the detectives described in the resolution on the initiation of criminal prosecution, which Právo had the opportunity to inspect.

“Some companies and sole traders left the system, others joined it,” the detectives added. Over time, Kosmák bought an assistant, one of his subordinate technicians, who had “his companies” from whom he took money, to collect bribes.

“He gave the money to me. In a meeting with Mr Švachula, I stated that I would pay him 15,000 from my share. I justified this by saying that I wanted him to stay there as a technician, because the salaries of the technicians are not dizzying, “Kosmák described to the detectives.

Passing money between the technician and Kosmák was easy – the technician left the selected bribes in the drawer of his desk and Kosmák left his share there. The police even arranged a communication in which the technician agreed with Kosmák on the handover. Kosmák wrote: “Will there be a little in the drawer, my friend?” And the technician replied, “Navel! You have it where it’s supposed to be, I’ll get it there. ”But according to detectives, Kosmák left most of his” work “with bribes on his shoulders.

“Kosmák told me he needed to discuss something with me. Outside the building, he told me that if I wanted to continue working for SNMČ, I had to start giving money – specifically 15 percent of the contract price – so that I could continue working there. Because I wanted to continue working for the SNMČ and I was only retired for seven years, I agreed. But it was forced, it was a matter of my livelihood, “said one of the tradesmen.

“I always handed them over to him at the beginning of the month, as soon as the invoices were paid by the SNMČ. I gave him the money in the toilet. It was on the order of five to ten thousand a month. Kosmák did not tell me who the money was for, but he told me that he had to hand it over, “added the tradesman.

Another self-employed person described it similarly. “It could have been in 2015, when Petr Kosmák told me that things had changed and we would have to do it by paying 15 percent of each order. One of the small business owners spoke almost the same. “Because I was existentially dependent on working for the SNMČ, I had no choice. But I told Petr Kosmák that the highest one also realizes what, where and for what I am doing. They pushed prices down and wanted something more for it. Thanks to the fact that I made orders basically alone without other employees, which I didn’t have to pay, it somehow worked out. Basically, it was part of my profit, “described the entrepreneur.

Kosmák established a family relationship with some entrepreneurs, for example with a company representative for the repair of elevators. Police intercepted their meeting in a car where Kosmák was taking over money. The businessman said to Kosmák, “Divide it now, get it out of it.” Kosmák was pleased: “Well, they would be happy. Is that two? ”The entrepreneur confirmed,“ That’s right, it’s two months, yes, ten and eleven. Check it out, because later complaints will not be taken into account. “
