AbroadA year after French President Emmanuel Macron declared NATO “brain dead,” a group of experts has poised a series of reforms to help rejuvenate the Western alliance.

The report makes concrete suggestions, such as closer coordination, by sticking more to meetings of foreign ministers, or by adding new types of meetings to the agenda of the alliance. For example, the ministers of the interior can meet to discuss terrorism.

The expert panel also recommends speeding up the group’s way of working to respond to new security threats or international crises. At this point, it could take several days for the countries to even come out with a joint statement.

The report has yet to be discussed by NATO foreign ministers on Tuesday. NATO Secretary-General Jens Stoltenberg must then agree on an action plan together with the member states. The goal is to complete this before the next alliance summit, which is expected to take place in the second quarter of 2021.

NATO headquarters declined to comment on the new report on Wednesday, but confirmed that it had been forwarded to member states.

“Brain Death”
End last year, Macron said in an interview with The Economist that the transatlantic military alliance appeared to be “brain dead”, citing a lack of coordination among allies in addressing the crisis in Syria.
