Mlsna: A voter in quarantine must choose between a car and a commission

A novelty in this year’s regional and senate elections will be the choice from the car, how will the drive-in work in practice?

At the level of each district city and due to the Senate elections in two places in Prague, ie a total of 78 places, a tent will be built, which will be served by three soldiers as members of the election commission and a recorder who will oversee the legality of individual steps. At the beginning, the commission identifies the voters and, with the help of the citizen, finds out whether he is entitled to vote.

He will receive the tickets, if he does not bring them with him, he will drive in the middle of the tent so that no one can see him and the secrecy of the election is preserved, he will put his vote in the election envelope. Then he goes to the end of the tent, where he throws a ticket in the ballot box in front of a member of the election commission, and leaves.

What should a quarantined person who wants to vote but does not have a car do? Can he come on foot?

The law clearly stipulates that the voter must arrive at the drive-in by a motor vehicle. People without a car can order a special urn. During Friday or Saturday, a commission will arrive.

What if he doesn’t want his neighbors to know he’s in quarantine?

It’s up to everyone. Just as no one forces voters to go through any obstacle or physical condition, so in this case they must choose one of the options. Choice without identification is simply not possible.

What if a voter spends quarantine in a cottage, for example, at the other end of the republic than where he has a permanent residence? Can he get in the car and drive hundreds of miles to recall?

The vote from the car is scheduled for September 30, with the president announcing the election on Friday, October 2 and Saturday, October 3. Are you sure that if someone challenges the pre-term, the Constitutional Court will not cancel the election?

According to electoral legislation, what the law provides is an electoral rule. So if lawmakers decide that the elections will be only on Sunday as in the regional elections in 2000 and not on Friday and Saturday, they will be held on Sunday. The Constitution is not restrictive in this.

Although the president has announced elections for October 2 and 3, a special law now says that the president can still announce elections in election week for early voting. But first, the law must be approved by both the House and the Senate. So there will be nothing to think about. It will only be another possibility to vote within fixed rules.

How to avoid double voting, eg that in a drive-in, a person cancels and then violates the quarantine and goes to the polls in his constituency?

Therefore, the drive-in will take place on days other than the regular election. Voters who recall the drive-in on Wednesday will be removed from the list of permanent voters available to the district election commissions. And before choosing a car, you won’t have to register in advance, you just prove that you’re in quarantine, and the commission on the spot finds out that you’re eligible to vote.
