Russian Prime Minister Mikhail Mishustin signed a decree that provides for the possibility of public procurement in the construction industry using both an auction and a tender. Other changes were introduced aimed at attracting the most experienced and competent performers to the execution of construction works under state contracts. “Purchases in this area are excluded from the mandatory“ auction list ”, which will allow them to be held both in the auction format and through an open tender. This will help to form a more accurate picture of the contractor’s competencies with the state customer, ”the explanatory note says.
In addition, the period for which the relevant experience of the contractor is taken into account increases from three to five years. It excludes the possibility of confirming qualifications with demolition and overhaul contracts, as well as increasing requirements for the amount of experience. A differentiated cost threshold is introduced (10 million rubles for federal projects and 5 million rubles for regional and municipal), in which additional requirements are made to the qualification of the applicant.
Earlier, the Ministry of Finance sent a draft of changes to the procurement procedure in the construction sector for consideration by the government. To optimize the procurement system, the agency at the end of 2019 prepared several packages of amendments to the law on public procurement.
