Minutes of the Ordinary Session of the National Television Council of July 19, 2021

The session began at 1:05 p.m., with the attendance of the President, Carolina Cuevas, the Vice President, Mabel Iturrieta, the Councilors María de los Ángeles Covarrubias, Carolina Dell’Oro and Constanza Tobar, the Councilors Roberto Guerrero, Marcelo Segura and Andrés Egaña, and the Secretary General, Agustín Montt[1]. Their absence was justified by Counselor Esperanza Silva, and Counselors Gastón Gómez and Genaro Arriagada.

  1. APPROVAL OF THE MINUTES OF THE ORDINARY AND EXTRAORDINARY SESSIONS ON MONDAY, JULY 05, 2021.

Unanimously by the Directors present, the minutes corresponding to the ordinary and extraordinary sessions of Monday, July 5, 2021 are approved.

  1. PRESIDENT’S ACCOUNT.

2.1. Activities of the President.

  • The President informs the Council about a meeting requested by the Lobby Law with Francisco Guijón, Executive Director of Televisión Nacional de Chile.
  • It also reports on a technical meeting held with Marcelo Mendizábal, President of ARCATEL AG, in which the CNTV Concessions Unit also participated.
  • On the other hand, he held a meeting with Ernesto Corona and Fernando Gualda, President and Head of Studies of ANATEL AG, respectively, regarding the realization of the study on trust in television as a means of social communication.
  • Also, it reports a meeting with Lilia Jerez, Director of Labor.
  • The President gives an account of the closure of the work related to the Television Strip of the Presidential Primaries on July 18. It indicates that the survey commissioned from Ipsos on the matter is being carried out and that the Hearing Report of July 14 is available.
  • Finally, it informs the Council that on Monday, July 12, Pamela González took office as the new CNTV auditor.

2.2. Documents delivered to the Directors.

  • Ranking of the 35 Open TV programs with the highest audience, of the 5 most watched programs by channel, of the 10 most watched morning programs and of the 10 most watched programs on Open TV by minors between 4 and 17 years old, prepared by the Department of studies. Weeks from 01 to 07 and from 08 to 14 July 2021.
  • Audience Report of the Electoral Strip of the Presidential Primaries, corresponding to the broadcast of July 14, 2021, prepared by the Department of Studies.
  1. SANCTION APPLIES TO NATIONAL TELEVISION OF CHILE (TVN) FOR INFRINGING THE CORRECT FUNCTIONING OF TELEVISION SERVICES, THROUGH THE EXHIBITION OF THE “24 TARDE” PROGRAM ON JULY 9, 2020 (CASE REPORT C-9432, COMPLAINT CAS-38588-D6R6F9).
  1. FOR FAILURE TO GET THE LEGAL QUORUM, TELEVISIÓN NACIONAL DE CHILE IS ABSOLVED FROM THE POSITION FORMULATED AGAINST IT, FOR ALLEGED VIOLATION OF THE REGULATIONS REGULATING THE EMISSIONS OF TELEVISION SERVICES, ON THE REASON OF THE ISSUANCE OF AN INSERTED NOTE IN THE NEWSLETTER “24 CENTRAL HOURS ”EXHIBITED ON AUGUST 20, 2020 (CASE REPORT C-9599, COMPLAINT CAS-43945-P1Q6X1).
  1. APLICA SANCTION TO TELEVISIÓN NACIONAL DE CHILE (TVN), FOR BREACHING THE LEGISLATION REGULATING THE EMISSIONS OF TELEVISION SERVICES, ON THE REASON OF THE FAILURE TO SIGNAL ON THE SCREEN THE VISUAL AND ACOUSTIC WARNING THAT INDICATES THE END OF THE HOURS OF PROTECTION OF BOYS AND GIRLS UNDER 18 YEARS OLD DURING THE MONTHS OF OCTOBER AND NOVEMBER 2020 (REPORT ON THE COMPLIANCE OF THE SIGNALING NUMBER OF TIME OF COVERAGE OCTOBER, NOVEMBER AND DECEMBER 2020; CASE C-10054).
