Singapore Bolsters Legal Framework for a Digital Future, Enhanced Justice, and Economic Resilience
Singapore – September 19, 2025 – The Ministry of Law (MinLaw) today outlined a comprehensive strategy to fortify Singapore’s legal system, expand access to justice for all citizens, and solidify the nation’s position as a leading global legal and intellectual property (IP) hub. Minister for Law Edwin tong detailed the initiatives, emphasizing a commitment to leveraging technology and innovation while upholding the core principles of the Rule of Law.
A Foundation of Trust and Accessibility
At the heart of MinLaw’s plan is a renewed dedication to public trust and ensuring the legal system remains accessible to all Singaporeans. Recognizing the evolving landscape of societal needs, the Ministry will focus on enhancing both civil and criminal justice systems. A key priority is addressing the growing challenges posed by online harms, with MinLaw exploring the creation of a dedicated agency to provide support and relief for victims. This proactive approach acknowledges the increasing prevalence of social media and Artificial Intelligence and the need for a safer digital environment.

Simplifying Processes and Strengthening Support Networks
MinLaw is undertaking a series of practical measures to streamline legal processes for citizens.These include a review of digital Wills, improvements to the enforcement of civil judgments, and granting courts greater authority to track down debtors’ assets. The Maintenance Enforcement Process will be expanded to more effectively deter non-payment, and a therapeutic justice approach will be further integrated into family law proceedings, prioritizing healing
