By default, Windows 10 does not allow you to delete, move, or rename files that are open in other applications. To modify locked files, the user needs to identify and close the application that uses them. Identifying such an application is not always easy, but Microsoft intends to simplify this process by adding a tool to the PowerToys toolbox.

In most cases, “Explorer” clearly points to some specific application using the file that the user is trying to delete. However, this is not always the case, and in some cases, finding the right application can be difficult. In addition, the file may remain locked due to running background processes even after the application that Explorer pointed to is closed.
Currently, you can use Process Explorer to determine which application or process is using a file. The problem with this product is that it was created for advanced users and not everyone can successfully interact with it.
Obviously, the developers at Microsoft understand this, as they intend to offer users an easier way to find applications that use a particular file in Windows 10. This tool will appear in a future version of the PowerToys set of utilities, which will be released next year. It is expected that a simple and modern interface will be offered to find applications that block file changes. The same tool will allow you to terminate applications that prevent the modification of any files.
