Mediouna discharge: launch of a new call for tenders

SDL Casa Baia has just re-launched the call for tenders for the operation of the Mediouna landfill. The opening of the envelopes is scheduled for August 10.



This call for tenders concerns more precisely the new locker adjoining the old site, i.e. a lot of land of 11 hectares dedicated to receiving the garbage from Casablanca while waiting to decide on the next delegate of the landfill and the appropriate option ( incineration, recovery, burial …), reports The Economist in its July 15 edition.



The services relate to the operation of the controlled landfill for an overall period of three years renewable each year, continues the media, which specifies that the rate used for landfill services is 40 DH / tonne (i.e. 45.8 MDH for 1 , 3 million tonnes annually). The leachate treatment services are not included in this invitation to tender and will be the subject of an independent service.

The operator must ensure the operation of the landfill controlled 24/7 without interruption for the duration of the contract, by putting in place the required human and material resources. According to Today Morocco, the site will also include a 1.5 ha leachate storage basin, asphalt parking and access tracks, three weighbridges, an administrative building, a watchman’s lodge, a space for weighbridges, toilets and washing room with store. According to their source, “another locker will be set up, in the area of ​​this site, by the care of the project manager and made available to the operator in the event of renewal of the market”.

Each day, the controlled landfill should receive the equivalent of the tonnage (3,614 t as daily average) accumulated by the waste collected in the territory of the city of Casablanca as well as that of the neighboring municipalities: Mediouna, Mejjatia Ouled Taleb, Sidi Hajjaj Oued Hassar , Tit Mellil, Lahraouiyine and the Al Baida inter-municipal cooperation establishment comprising the municipalities of Dar Bouazza, Ouled Saleh, Ouled Azzouz, Bouskoura and Nouaceur.

According to the specifications, the contractor will, among other things, cover and compact the waste zones daily with the roofing materials, ensure the construction and layout of the peripheral dikes of the landfill zones, avoid any risk of instability of the massif waste, as well as reduce odor nuisance, limit the spread of waste in the atmosphere and the risk of fire.

In terms of human resources, the site requires at least a team composed in particular of an operations manager, an operations manager, a technician, four team leaders, without forgetting the drivers of vehicles, guides, agents of weighing, mechanics, guards… team reinforced by material means (four bulldozers, a compactor, two hydraulic shovels, two wheel loaders, fleet of trucks, six mobile pumps…).

“The too short duration of the contract, ie 1 year renewable up to 3 years, will not encourage companies to apply”, according to a source well informed to The Economist. In addition, the specifications include a restrictive measure to neutralize the activity of some 3,000 to 4,000 ragpickers. Indeed, the contracting company incurs a penalty of DH 500 / foreign person identified on the site.

This measure could have serious consequences on this informal sector, stresses the daily, which recalls on this occasion that the sorting center project (which the CUC has already received the subsidy from the Environment Department) seems for the moment compromised. The future operator and operating mode are still not selected by municipal officials.
