Man shot and wounded at the Lévis Hospital; DPCP does not lay charges

The DPCP will not lay charges in connection with an event that occurred on October 22, 2015 at the Lévis Hospital, during which a man in crisis was shot and wounded by a Lévis police officer.

The facts are as follows; a man is arrested and detained at the police station where he injures his own hand in his cell. He complains of pain and the police take him to hospital. He must undergo a psychiatric evaluation in view of his suicidal remarks.

The next morning, the man learns that he will be released from the hospital and is agitated violently. In his room, he tears off a metal bar, leaves the room and kicks a window. The two policemen who are guarding him take out their telescopic batons and order him to calm down. The man shouts that he wants to die and assaults a policeman by hitting him on the head with the metal bar. The other officer approaches and the man enters the guardhouse, a cramped and dead-end place, in which there are three people.

He tears off a computer screen and throws it at an employee. He takes a chair and gestures to throw it, and the uninjured policeman shoots him and hits him in the chest. His injuries were found to be minor.

In conclusion, the DPCP is of the opinion that the officer used the force necessary in the circumstances.
