A few days ago, Octavian Berceanu, the head of the National Environmental Guard, explained that the new beach in Mamaia is not a cadastral territory and does not exist in the documents.

“First of all, it is a new territory for Romania. If you go to OCPI (no Office of Cadastre and Real Estate Advertising), you will not find them there. It is a new territory, it is not cadastral and it is a novelty for us. We need to see, further, how these actions of the state are carried out. Our relationship with those who want to use these beaches, because again it is a sensitive subject. Once you do not have ownership, you cannot enter into contracts. Vergil Chițac came with clarifications

Vergil Chițac, the mayor of Constanța, was contacted by the DC News editorial office to say what is the necessary time for the new territory to be registered and to come into the possession of the Romanian State:

After the work is received by the Ministry of Environment, the 70 hectares that are added to the national territory will be registered, after which it will be tabulated at OCPI in favor of the Romanian State, ie of the Ministry of Environment. The length of the process is also the reason why those who managed the beaches could not take over the administration and economic exploitation of the area, and they are still on the old sites, because they failed to register it. As a time horizon, as far as I understand, it means this autumn. The Ministry of Environment does not have a cadastre, an auction must be made there, a specification, a market survey, it means awarding the contract, appeals, time-consuming issues. Minister Tanczos Barna: The Romanian state has no way out of this contract

The Minister of Environment, Waters and Forests, Tanczos Barna, spoke about the state of Mamaia resort following the works of beach extension, in the conference “Romania, in the era of pollution! Current solutions to environmental problems ”organized by DC Media Group.

“It is a work that was contracted by the Romanian state through ABA DL, Dobrogea-Litoral Waters. It is a contract with legal consequences among others. So a work ordered, executed, paid is received with the problems of reception, quality, correspondence between what was ordered and what was done. But the Romanian state has no way out of this contract. It was the initiative of the state, the command of the state, the contract signed and it must be completed from a legal point of view.

From the point of view of tourism and planning, this is, from my point of view, the solution. Let’s see it as an opportunity that will never return and, through this challenge, create a completely different beach, but which can compete with any beach in the world so that it can be exploited properly. Things will change a lot, erosion will change those parts where there are great depths.
