The threat was mentioned with insistence. It became reality this evening during Emmanuel Macron’s speech. Lyon, Saint-Etienne and Grenoble will discover an unprecedented situation: a curfew decreed from 9 p.m. to 6 a.m. A radical measure that will come into force this Saturday. This curfew will be activated for at least four weeks. But it is likely that it will be renewed at least until December 1.

A radical decision that comes while in France, the bar of 1,500 patients admitted to intensive care was crossed for the first time this week since May.

Curfew, a “proportionate” measure according to Emmanuel Macron

“We had to take more stringent measures. They are not disproportionate but proportionate to the risk ”, insisted the President of the Republic during his speech. “The objective is to be able to continue to have an economic life. That schools, high schools, universities are open. And so that our fellow citizens can work quite normally. So that there can be a social life but reduce its roughness“, Continued the head of state.

Faced with this situation, all regions are therefore not in the same boat in the eyes of the Head of State.

In the Auvergne-Rhône-Alpes region, Lyon, Saint-Étienne and Grenoble thus fell into maximum alert zone last Saturday. They will undergo a new turn of the screw, like other large metropolises like Paris and Ile-de-France, Montpellier, Lille, Aix-Marseille, Rouen and Toulouse. In all these cities, the bars have already lowered their curtains, and the restaurants are subject to a strict health protocol. From now on, the inhabitants of these metropolises will see their daily life – and their leisure activities – undergo new constraints. No more dining at a restaurant, a night out to the cinema or the theater …

A curfew which, if it is extended probably until December 1, or even beyond, seems to spell the end of the Festival of Lights 2020. Another very hard blow for the Lyon hotel and restaurant industry, which is already hard hit. .

However, the sports events scheduled in the evening will be maintained. But they will be fought behind closed doors until further notice. OL are due to welcome AS Monaco (October 25) and ASSE (November 8) soon. Two shocks which will therefore be played out in front of empty stands …

Curfew in Lyon: a solution to avoid confinement

Why this curfew? Because the indicators keep going up and all the turn signals turn red. Of course, the possibility of a general reconfinement, with inevitably very serious consequences, has been ruled out.

On the other hand, the Head of State felt, after consulting the Scientific Council and meeting the Defense Council, that the system had to be strengthened. Indispensable in his eyes “if in two or three weeks you don’t want to take harsher measures“.

The main objective of these measures is therefore clearly to preserve the country from a new confinement.

If the curfew is not enough, other even more restrictive avenues are mentioned. Including the establishment of the social bubble. This option has been validated by the scientific council. It consists for each household in determining a precise and limited number of people with whom it comes into contact. In this spirit, even in the family or private sphere, Emmanuel Macron wishes to introduce the rule of six guests maximum per table. A rule already in force in restaurants.

The question of a general reconfinement, a disaster scenario, is therefore not topical. “From the start, the scientific council has been clear on this subject”, explains one of its members, the Lyon virologist Bruno Lina. “If we are forced to return one day to a national reconfinement, it is because the management of the epidemic will have been a total error, a bankruptcy. However, we realize that we are not on this dynamic there. We note that with the measures taken, wearing a mask, hygiene and distancing measures, we have already halved the level of transmission. We are not at all in the situation of last March. However, we need a much stricter application of the instructions to get out of the red zone ”.

No threat to travel

The other great fear of the French, at the dawn of the All Saints holidays, remained the restriction of travel. This other limitation of freedoms was therefore not retained by the government.

On the other hand, a decree presented this Wednesday in the Council of Ministers re-established the state of health emergency on the whole of French territory from midnight on the night of Friday 16 to Saturday 17 October.

Reinforced controls will be carried out in Lyon, Saint-Etienne and Grenoble to ensure strict compliance with the curfew. In the event of non-compliance with this curfew, offenders will be liable to a fine of 135 euros which will be increased to 1500 euros in the event of a repeat offense. “Dissuasive” amounts according to Emmanuel Macron.
