The emissions from a single large company and from all farmers are known through registration. Now the government wants to have the nitrogen space of farmers to get construction going. You can only take this from those who have properly registered everything with a permit. The biggest mistake threatens the inhabitants of the Netherlands if the NH3 nitrogen is taken from the farmers and is issued as NOX for construction, traffic and aviation. This is because nitrogen is much more polluting than the NH3, so that we as residents get a much worse air quality.
