The concessionaire of the stops in Plovdiv plans to cancel the concession contract with the Plovdiv municipality, he learned exclusively Plovdiv24.bg. Representatives of the company “Eliza 1999” EOOD announced their intentions in an informal and preliminary conversation with the deputy mayor for finance Velichko Rhodopehe himself confirmed to a reporter of our media.
“We had a conversation two weeks ago. Yes, they have such an intention, but nothing has been done in the municipality and we are waiting for a specific proposal to discuss how to do it,” said Rodopski. The vice-mayor specified that the company is extremely correct and has strictly paid the annual concession fee for three years, although the Lafka kiosks are not working.
Plovdiv is another city from which Lafka plans to withdraw. In several other large settlements, specific steps have already been taken to terminate the contracts with the local municipalities. 6-month notices have been given, during which time the company must dismantle the kiosks. In Plovdiv, however, there has not yet been a proposal requesting an official termination of the concluded concession contract.
The agreement with “Eliza 1999” EOOD for the management of the stops in Plovdiv was concluded on July 3, 2003 and is valid until July 3, 2033. In the initial contract, it is written that the concessionaire owes an annual concession fee of 10% of the gross revenues from commercial establishments, but not less than 71,000 euros in BGN equivalent at the official exchange rate.
The company has been given the right to put up an additional 50 pavilions, with an annex from 2012 regulating that 240 euros per year will be paid for each of them. Under this clause, the company has installed only 23 more kiosks. According to the contract, the annual concession fee is paid by March 31 of the previous year, and for the additional pavilions – by December 31 of the current year.
The scope of the contract includes 314 stops of the mass urban transport of Plovdiv, and for 312 of them standard shelters have been made, and for two – according to an individual project. At these stops, there are 68 kiosks that have been accepted and entered into the assets of the Municipality of Plovdiv. This happened in December 2017, when the administration confirmed the full implementation of the main investment program. Up to this point, the concessionaire has made the mandatory investment in full and within the approved terms in the total amount of BGN 5,860,977.27 including VAT. Additional pavilions remain the property of the concessionaire.
The parlors closed in early 2020 after tickets from private lotteries disappeared when recent changes to the Gambling Act came into effect. In Plovdiv, the company fulfills its obligations according to the contractual clauses. Termination of the concession must be done by a decision of the Municipal Council.
The company “Eliza 1999” EOOD has repeatedly changed its owner, the last one being “MT Real Properties” AD, which was initially registered under the name “Bulgartabac-Trading” EAD. The last published financial report of “Eliza 1999” EOOD is for 2019 and according to it the company has 77,000 BGN profit and 0 BGN turnover.
