La Nación / They aim to install a 100% educational television channel

With the aim of installing a television channel that broadcasts 100% educational multimedia content, the Ministry of Information and Communication Technologies (Mitic), the Ministry of Education and Sciences (MEC) and the Korea International Cooperation Agency (Koica) signed a negotiation act.

This, to facilitate the access of students to the different academic areas of the open basic education curriculum through the Paraguay TV channel and digital platforms. It is about the “Project to improve accessibility to education through the establishment of the multimedia education support center in Paraguay (MEC digital)”.

The agreement indicates that the Korean government will provide a grant of US $ 9,000,000, while the MEC and Mitic, according to their budget availability, will ensure a sufficient amount of resources to fulfill their commitments. The duration of the project is 5 years, from 2021 to 2025.

The reach of Paraguay TV will be extended to the entire national territory, thereby increasing the number of boys and girls in school education that the state channel reaches, from a current average of 370,000 to a total of 1,460,000 for 2023.

“That the MEC definitely have a channel that in these times becomes a digital MEC because it is not only an educational channel, but also the production of pedagogical materials that will help distance education and everything that involves technology within the Ministry of Education. Education. With this, we are going to avoid school dropouts and we are going to include those who left the system, ”said Eduardo Petta, Minister of Education, during the signing of the agreement.

In these two years, 22,500 students, whether young people or adults who left the educational system, returned to school with new strategies that the MEC implemented, said Petta, and stated that when the educational channel is available, that Koica will deliver in a project of three years and progressively.

“It’s not that Koica gives us the resources, the US $ 9 million and a little more, but rather that he gives us the turnkey project. All the technology is Korean, all the design and infrastructure as well, according to their requirements and what the MEC is going to do is put the construction in place ”, Petta added.

The signing of the agreement was carried out at the Fulgencio R. Moreno Basic School No. 198 in the Villa Morra neighborhood of Asunción, where it is intended to set up the educational channel or the programs.

Mitic’s support consists of technical support in the Koica exploration process for the application of the Korean multimedia education model to the Paraguayan reality. Koica took the operating model of Paraguay TV to consider the needs that the installation of the educational channel will entail.

In this sense, the commitments assumed by Mitic within the framework of the project is to provide space at the Paraguay TV Transmission Plant for the establishment of the educational channel’s transmission equipment, which will use the Paraguay TV antenna. In addition, ensure and provide support infrastructure related to the transmission of the air signal of the educational channel of the MEC.

Mitic also undertakes to manage the confirmation of the 15.2 signal frequency for the educational channel, provide the digital air channel to transmit the multimedia educational content developed and transmit the educational content programming for 5 years.
