“… Dear people,

Despite the efforts made, the pandemic is still raging and the fight, still unfinished, is still taking place in a difficult and unprecedented context. Of course, we were cited as an example for our compliance with preventive measures and for the convincing results we recorded during the confinement period. This report was, for Us, a particular subject of pride, in particular in view of the low levels of the number of deaths and the proportion of affected individuals, compared to those of many other countries.

Unfortunately, we have noticed that, by the conjunction of several factors, the lifting of the confinement was accompanied by an exceptional increase in cases of infection. Indeed, some have confused lifting of confinement and end of the disease while others have displayed an inadmissible carelessness and relaxation. Some even deny the existence of the pandemic. It should be emphasized here that the disease is very real; supporting the reverse harms not only the one who claims it, but also his family and his compatriots.

It should also be remembered that symptoms appear in some patients only 10 days after infection, or even more. In addition, the high number of asymptomatic cases increases the risk of the pandemic spreading and therefore requires the greatest vigilance. In fact, this disease does not distinguish between rural and urban populations, nor between children, young people and old people. The reality is that a large segment of the population does not respect the preventive health measures adopted by the public authorities such as wearing a mask, observing the rules of social distancing, the use of hygiene and disinfection products. These behaviors could be understood if the prevention tools were either unavailable on the market or expensive. But, it turns out that the state has scrupulously set out to provide these products in abundance and at very reasonable prices.

The state has indeed subsidized the price of masks and encouraged their local industrial production so that they are accessible to all. These irrational attitudes are, on the one hand, devoid of good citizenship because acting as a good citizen means above all to be concerned about the health and safety of others; on the other hand, they reflect a lack of solidarity because being in solidarity does not only mean helping others materially, it is above all, in this situation, to avoid being potentially a vector of contamination for others. In addition, these postures reverse the efforts of the state, which, God be praised, has succeeded in providing support to many families left without means of subsistence. However, this support cannot continue indefinitely, because the aid granted by the State exceeds its resources.

In addition to reducing containment, a set of preventive measures have been deployed to preserve the safety of citizens and stop the proliferation of the pandemic. However, we are seeing, with disappointment, an upsurge in cases of infection. Indeed, we note with regret that the deterioration of the health situation hardly leads to optimism on this date. And whoever, dear people, tells you otherwise is a storyteller.

In fact, the day after deconfinement, the number of confirmed cases, that of serious cases and that of deaths increased, in a short time, more than three times, compared to the period of confinement. Likewise, the number of infections among healthcare workers has increased from 1 daily during the confinement period to 10 cases just recently. If this upward trend continues, the Scientific Commission responsible for monitoring the evolution of Covid-19 could recommend a return to confinement, or even a tightening of health measures. In the event that, God forbid, this difficult decision had to be taken, its social and economic repercussions would be severe for all citizens.

In addition, in the absence of rigorous and responsible compliance with health instructions, the number of contaminations and deaths will increase. And then, despite the significant efforts of the public authorities and the health sector, hospitals would no longer be able to cope with the pandemic. Concomitantly with the measures initiated by the public authorities to curb the pandemic, I call on the forces of the Nation to demonstrate mobilization and vigilance and, in particular, to unanimously support the efforts deployed at the national level, in order to raise awareness of the society, awaken its conscience and supervise it. In this regard, I stress that to get out of the current situation and meet the challenge of the fight against the pandemic, everyone must observe civic, exemplary and responsible conduct.
