KAI boss admits load LRT project, wrong design from the start

Jakarta, CNBC Indonesia President Director of PT Kereta Api Indonesia (Persero) Didiek Hartantyo has been outspoken about the light flyover or LRT project that will be the company’s burden. He even considered this project unreasonable.

“The design was not correct from the start,” said Didiek in a Hearing Meeting with Commission V of the DPR RI, Wednesday (6/7/2022).

He also stated that the LRT project would be a burden for KAI.

“This LRT will be part of KAI and this will be a burden, indeed there is another FS, and I hope this Jabodebek LRT can generate passenger transportation,” he added.

Didiek explained that the history of the construction of the Jabodebek LRT was built since 2015, which was initiated by one of the contractors and the Ministry of Transportation. until construction begins.

During its journey in 2017, state-owned contractors had difficulty collecting development costs from the government, because the project had not yet been contracted with the government.

“In 2017, the finance minister also stated that it was not possible for the state finances to disburse Rp. 29.9 trillion for this building, but he was told that the government would pay in installments,” he said.

According to Didiek, this is also not in accordance with the business model regulated in the law. because infrastructure and facilities are not separate development, which burdens the operator in this case PT KAI (Persero).

“So that in this project the infrastructure must also be built by PT KAI, so this project is a bit strange. Because the project owner is the Ministry of Transportation, the contractor, Adhi Karya, in Presidential Decree 49 KAI as the payer,” he explained.

“So if the anatomy is opened in Presidential Regulation 49, this is indeed something that is not natural. But this is in the context of completing the National Strategic Project,” he added.

Didiek explained that for the construction of the LRT facility, only around Rp 4 trillion is needed, while Rp 25 trillion is needed for the infrastructure development. This burdens the company because the company must owe up to Rp 20 trillion to complete the construction.

“If it’s from the government or the APN, the value doesn’t need to be returned economic rate of return for society. Meanwhile, from us at KAI, it is an investment from debt,” he explained.

So that in order to repay the debt, the government must inject funds through State Equity Participation.
