Jorge Arganis Díaz gave contract to Dos Bocas to newly created firm

The new head of the Ministry of Communications and Transportation (SCT), Jorge Arganis Díaz Leal, awarded on May 24, 2019, a contract for an amount close to 5 billion pesos for the preparation and removal of materials from the properties where the Refinery will be built. Dos Bocas, Tabasco, to a company linked to the former governors of said entity, Manuel Gurria Ordóñez and Roberto Madrazo.

The tender was won by the consortium led by the Dutch company, Van Oord, when Díaz Leal was serving as general director of PTI Infraestructura de Desarrollo, the same group in which Grupo Huerta Madre participated, a Mexican organization formed just on May 17 of last year, seven days before the award of the contest.

This national company belongs to Manuel Santandreu Hernández, who is a political cousin of former Tabasco president Manuel Gurría Ordóñez and a cousin of also former president and presidential candidate Roberto Madrazo.

Gurría Ordóñez was interim governor of Tabasco, in the period from 1992 to 1994; while Madrazo Pintado was at the head of the state government from 1995 to June 1999, in addition to being president of the Institutional Revolutionary Party (PRI) between 2002 and 2005 and presidential candidate in 2006.

The consortium consisting of Van Oord de México, Van Oord Dredging and Marine Contractors y Grupo Huerta Madre, won the tender by submitting a proposal of 4,968 million pesos.

A process in which Boskalis International also participated, together with Gami Ingeniería e Instalaciones and Empresa Mexicana de Dragados, with a proposal of 5 thousand 770 million pesos; in addition to Dredging International and Indisa, who made an offer of 6 thousand 907 million pesos.

However, said offers were rejected by the Petróleos Mexicanos subsidiary, after the Van Oord and Grupo Huerta Madre consortium obtained a perfect rating in terms of the commercial, technical and economic evaluation of the proposal.

This call for which is one of the president’s priority works, Andrés Manuel López Obrador, corresponds to a restricted invitation published on March 19, 2019 for the “Formation of Platforms for the New Bocas Refinery Project”.

In accordance with the decision of this tender, the winning consortium has a period of 300 calendar days for the execution of the work.
