The trade unionists state that following the appearance in the public space of the draft ordinance, “thousands of police, army and penitentiary employees, as well as dozens of magistrates, have filed for termination of the employment relationship due to retirement or resignation, a situation which resulted in the weakening of the security and defense of citizens and the decrease in the quality of the judicial act “.

The trade unionists ask Klaus Iohannis to publicly deny that there is no danger in terms of changing the pension conditions for these socio-professional categories, “and any political decision on any legislative change affecting the status of these employees will be taken in full”. transparency and with the consultation of trade unions and professional organizations of the professional family for the defense of public order and national security, as well as of the judiciary “.

Context. The retirement age for the six types of special pension recipients in Romania will gradually increase from 60 to 65, recommends the World Bank, as part of the special pension reform proposals, a milestone taken by Romania under the Recovery and Resilience Plan (PNRR) and to be adopted by the end of this year, according to the document obtained by Economedia.

The institution recommends that an emergency ordinance implementing the proposed changes be approved by 31 December 2022. In the future, a single law covering all six pension plans will be drafted and approved by Parliament. The Federation of Trade Unions of the National Penitentiary Administration (FSANP) expresses concern about the information that appears in the public space, according to which the retirement conditions of policemen, soldiers, carabinieri and magistrates will undergo changes that could affect these professional categories and addresses the request to order the identification of the persons who have disseminated such information in the public space (draft emergency ordinance n.) in order to bring the guilty to justice, as this approach represents an attack on the defense of the country and on national security .

On October 26, 2022, a draft emergency ordinance appeared in the public space that would negatively affect the pension conditions of police officers, military officers, prison officers and judges, in the sense of increasing the retirement age and changing the calculation basis. used to determine the state military pension.

Following this information that appeared in the public space, thousands of police, army and prison employees, as well as dozens of magistrates, filed requests for the termination of their service relationships through retirement or resignation, a situation that led to the weakening of the security and defense of citizens and the decrease in the quality of the judicial act, because the massive removal of professionals from state institutions inevitably leads to a massive deprofessionalization of these authorities, despite the growing danger of conflagrations on the borders of Romania.

The draft emergency ordinance launched in the public space on October 26, 2022 has produced effects among the police, military, penitentiary police and judges and can be classified as a form of informational terrorism and a serious threat to the rule of law, in the sense that it is required that the institutions of Romania, with powers to prevent and combat any form of terrorism, intervene promptly to counter this phenomenon, and the persons who are guilty of having committed acts of terrorism against Romania and its citizens are deemed criminally responsible.

At the same time, we ask you to publicly communicate to law enforcement, military, prison police and magistrates that there is no danger in terms of changing the pension conditions for these socio-professional categories, and any political will in this regard. any legislative changes affecting the status of these employees will be carried out in full transparency and with the consultation of the trade unions and professional organizations of the professional family of the defense of public order and national security, as well as of the judiciary.
