International Board authorizes five changes in matches temporarily – International Soccer – Sports

He also pointed out that “this transitory modification comes into effect with immediate effect, since a good number of matches are going to be played in a short period and with different weather conditions than expected, which could have a negative impact on the health of footballers” .

In addition to leaving competition organizers free to apply this transitional amendment or not, IFAB and FIFA will later decide whether to extend the application period, for example for competitions ending in 2021.

FIFA specified that the change affects the editions of the Laws of the Game 2019-20 and 2020-21, the latter will take effect on June 1. He also announced that competitions that count with video assistant referees (VAR) they can dispense with their services once the competition has restarted, “provided that the organizer of the competition so decides”.

“However, in the competitions that decide to continue with the VAR, the Laws of the Game will remain in force in their entirety and, by extension, the VAR protocol.” The new wording of Rule 3.

“The players: transitory modification” is as follows: – The two teams may use a maximum of five substitutes.

-To avoid interruptions as much as possible, each team will have three opportunities to make the five substitutions, which can also be carried out during the break.

-If both teams make a substitution at the same time, one substitution opportunity will be subtracted from each of them.

-In the event that an extension is disputed, both teams will arrive at it with the number of substitutes and replacement opportunities that they have not used.

-If the competition regulations allow for one more substitution during the extension, the two teams will then have a new opportunity, which can be used both before the start of the extension and during the rest period of the same. In the case of senior competitions, players who have already been replaced may not re-enter during that match.
