Initiative in Hallbergmoos – Protection against rising rents – Freising

The project housing cooperative for Hallbergmoos receives support. The already existing private building cooperative in Garching has offered the people of Hallbergmoos to operate organisationally under their roof in order to save themselves the time-consuming establishment. “However, we will act independently in Hallbergmoos and implement our own concept,” said Sabina Brosch, Green Councilor and one of the initiators of a first information event last July.

Interested parties recently learned this news at a virtual information evening. 15 people were there, Brosch said afterwards, and the evening lasted almost three and a half hours. The focus was on the experiences from Garching, where the building cooperative “Together in Garching” was founded in August this year after a year in advance. The Garching City Council is expected to make a decision on the award of a plot of land in the first half of 2021. In general, the city council is very positive about the cooperative.

Bastian Dombret, one of the initiators of “Together in Garching”, played a large part of the online lecture and also made the people of Hallbergmoos the opportunity to benefit from the experiences and structures in the neighboring town and to integrate themselves organizationally. Sabina Brosch thought the idea was good, “we would save ourselves the need to found the cooperative”. The goal remains the same: protection from rising rents; because the cooperative builds the house with the capital of the members and bank loans, the members slowly pay off the loan with their rents in addition to the maintenance, and these decrease over the years. In Garching, the project was very popular, around 50 apartments are being built, 50 founding members will join, and another 500 people will be on waiting lists if an apartment becomes available.

The start-up elan in Hallbergmoos is currently a bit slowed down due to the corona-related restrictions, said Sabina Brosch. Not only because of the meetings, but also because “it is currently difficult to motivate people to think of something other than the stupid virus. But life goes on”.

She hopes that another date can be found by January 2021, at least virtually, so that those involved can then decide whether to accept the Garching offer. At the same time, you have to think about a concept for Hallbergmoos, for example whether there should also be common areas. A lot is conceivable, according to Brosch, one can combine apartments for singles, seniors and families. “Ultimately, that is determined by the people who want to move in.” Brochure is convinced that a building with around 20 apartments should be found.

At the same time, it is a matter of sounding out in the municipal council whether, how and at what price a plot of land can be bought by the municipality. The housing cooperative project has so far been welcomed in the Hallbergmoos municipal council. As the example of Garching has shown, it is important that local politics stand behind it. Therefore, the non-partisan nature of the cooperative is a prerequisite, says Brosch.

In Hallbergmoos the Greens and the SPD organized the first information evening and are pushing the matter forward, “but this is not a green project. It just has to be done by someone, and for me it is a matter close to my heart.” Bastian Dombret from Garching shows that the party book really does not play a role: He is also on the city council there – for the FDP.
