Analyzing the experience of other countries, taking into account the recommendations of the European Commission, epidemiological risks and other aspects, indicators and development scenarios for various situations have been developed, for example, if a very high risk of Covid-19 spread in Latvia would be achieved.
These principles can be used by the government to plan further changes in specific risk-related sectors, including to assess the necessary compensation mechanisms and the like.
Experts point out that not all recommended measures should be implemented at the same time, but gradually, purposefully, taking into account the epidemiological situation in specific areas, the MoE explained.

The portal “Delfi” offers an insight into the VM’s planned classification of restrictions according to the degree of risk of Covid-19 spread.
It should be noted that a total of four levels of Covid-19 risk have been identified: low, medium, high and very high.
Currently, there is a high risk of Covid-19 spread in Latvia. This is determined by evaluating both the 14-day cumulative morbidity rate per 100,000 population and the number of positive tests against the total number of tests performed.
At the regional level, the introduction of Covid-19 restrictions is being considered if the 14-day cumulative incidence of Covid-19 per 100,000 population exceeds 50% of the national average.
Any activity at any stage may be further restricted or suspended at regional or national level if an association with the risks of Covid-19 proliferation is identified.
The VM plan indicates the maximum solutions for each risk phase, and before the implementation of these solutions, intermediate solutions can be implemented in accordance with the planned measures of each sector.
