By decision of the National Electoral Commission in two communes: Baranów (Greater Poland Voivodeship) and Marklowice (Silesian Voivodeship), voting in the Sunday presidential election takes place only by correspondence. According to the Ministry of Health on the day of the recommendation, i.e. June 19, in both communes the incidence rate exceeded 100 per 10,000 residents.

62 percent willing for packages

Over 62 percent of the population out of 6284 entitled to vote declared their willingness to take part in the correspondence elections – the head of the Baranów commune Bogumiła Lewandowska-Siwek informed on Sunday.

The commune began preparations for voting by correspondence on Saturday, June 20. The online public information bulletin, local radio and newspaper contained announcements requiring notification of the intention to vote by correspondence by 24 June at the latest. Notifications were also sent to all residents via SMS. Voters could submit their intention to vote in person, by phone, by sms, by fax or by e-mail.

– My employees from all departments of the office have done a lot of work – said Lewandowska-Siwek.

700 people took advantage of the opportunity to deliver electoral packages to the office. Others gave away their packages in a post office or deliver them in person to one of six regional electoral commissions on Sunday.

The committees check the envelopes of voters

The chairman awaits those who come to the commission. Asks if the package is properly addressed and whether the envelope is sealed, then the envelopes must be left in the basket. The voters do not approach the table at which the members of the election commission sit and do not sign anything.

Lewandowska-Siwek announced that due to the requirement of voting by correspondence, 270 residents of the Baranów commune decided to vote outside the commune. – They did not want to vote in their territory, because they must provide their data in correspondence voting, whereas they preferred to vote anonymously – she explained.

According to the head of Baranów, postal elections should not be organized during a pandemic, because they are definitely less secure for everyone. In her opinion, employees were exposed to more frequent contact with voters and there were cases of larger clusters at the office.

– First, people came to the office to confirm participation in the correspondence vote, the second time to receive the electoral package, and the third time to submit the electoral package to the precinct electoral commission – she mentioned the commune head and added that “in the case of traditional voting, it would be only one way out of the house “.

Correspondence is more expensive than traditional

According to the owner of Baranów, voting by correspondence is also much more expensive than traditional voting. – We allocated a huge amount of paper for this, because three envelopes and three sheets of paper had to be prepared for each person. In the case of normal voting it would be one page – she said.

Opinions among the inhabitants of Baranów about voting by correspondence are different.

– I had to go to the office a few times and I would come to vote once – said Mr Krzysztof.

In turn, according to Tadeusz Obalski, “at the beginning it was a big surprise. But it went without a problem. I notified the office by e-mail and the postman delivered the election package to the house.”

Almost 3,000 prepared packages

Then, the local government of Marklowic stated that, in total, 2,952 election packages were prepared for the presidential election, and 104 certificates of voting rights were issued by Friday. “71.6 percent of residents declared their willingness to vote in elections. Applause!” – commune authorities commented on their website.

Earlier, the head of Marklowic, Tadeusz Chrószcz, was afraid of attendance. – The turnout in our commune was always high, even 65%. I’m afraid it could be different now. Residents are now leaving less, a large part may not know in time about the need to report, they have only three working days to report, he said.

His fears were increased by the infection of some officials with coronavirus. Of the more than 30 office employees, four were confirmed to be infected during the pre-election period. – We’re here to handle it. We must honestly fulfill our obligations and we will stand on our heads to make it happen – declared Chrószcz.

The deadline was four days before voting

The Silesian commune announced the need to notify the intention of voting by correspondence, among others in the online public information bulletin and on your FB profile. Many residents reported dissatisfaction with the situation. “Drama”, “paranoia” – commented on the Facebook profile of the municipality.

Voters included in the voter list in the voting circuit located in the commune had to submit their intention to vote by 24 June, in person, by text or e-mail. For voters subject to mandatory quarantine, isolation or isolation under conditions, this deadline was June 26.

The presidential election takes place on Sunday, June 28, and a possible second round – if none of the candidates obtains more than half of the valid votes – on July 12.
