Overall, there is a very large need for workers to take care of the 3.5 million people in need of care in Germany. Nevertheless, the unemployment rate was already in the Elderly care at 4.9 percent. In nursing, on the other hand, it was only one percent, which equates to full employment.

However, the Federal Agency only defines people as unemployed who are immediately available to a potential employer. That is why the number of job-seeking carers is also interesting, which also includes those who are looking for a job in their professional field because they currently only work for a few hours or with a very low salary: at the end of June there were 64,843 job-seeking geriatric nurses and 22,566 nurses .

This information from the BA comes from a response from the federal government to a request from the labor and social policy spokesman for the AfD parliamentary group, René Springer. He told WELT: “Anyone looking for a job in the Corona crisis has to compete with workers who are still being recruited abroad. I call on the federal government to suspend the skilled workers immigration law. “

With this law, which came into force in March, the federal government facilitated the immigration of non-European workers. A key element was the elimination of the so-called priority test for all employees with vocational training from outside the EU. Until then, the Federal Employment Agency usually had to check whether a German or EU citizen would like to have the job before hiring a skilled worker from a non-EU country.

However, the law contains the power to issue ordinances, according to which the priority test for certain professions or in regions with high unemployment can be reintroduced in the event of a change in the labor market situation. So far, no signals have been heard from the coalition parties that the priority check should become the rule again during the Corona crisis due to increased unemployment and short-time work.

Union wanted to curb labor immigration

However, in June the Union had insisted on further immigration of workers beyond the one introduced in 2016 due to the sharp rise in unemployment in the Corona crisis Western Balkans Regulation to throttle. The CDU / CSU parliamentary group in the Bundestag had agreed to extend the regulation, which actually expired at the end of this year, for a further two years, but to limit it to a maximum of 15,000 unskilled workers per year. However, the Union was unable to prevail against the coalition partner.

According to the draft bill of the SPD-led Federal Ministry of Labor, which WELT has received, the regulation is to be extended for three years and limited to 25,000 workers annually, which is almost the previous level: in 2019, 27,000 workers came into the country via this special regulation.

The Western Balkans regulation was introduced five years ago after the Union wanted to classify Albania and five other countries in the region as “safe countries of origin” in order to reduce mass immigration via the asylum system. In return, the SPD enforced this special regulation, with which unskilled workers can legally immigrate from these countries if they can prove that a German company has confirmed their job.

The Federal Association of Employers’ Associations had spoken out weeks ago during the internal coalition negotiations on the continuation of the Western Balkans regulation against all quotas: This could “result in a job that cannot be filled from Germany because a suitable person could not be found, nevertheless must remain vacant as soon as the quota is reached ”. The German Chamber of Commerce and Industry made a similar statement.

Behind the criticism of these important employers’ associations is the widespread assumption that there is a considerable shortage of workers in Germany and in the entire EU, from which everyone who is willing to work has been allowed to immigrate for a long time. However, the considerable unemployment at all qualification levels in many EU countries, which has worsened since the pandemic, speaks against this thesis of a labor shortage.

Even in the relatively strong labor market in this country, there have been many more unemployed than registered jobs for years: Before the Corona crisis, around 800,000 registered jobs were compared to around 2.3 million unemployed and around 4.4 million job seekers.

Although there is no shortage of workers in Germany – because in Germany the number of workers required does not exceed the number of directly available workers – there is a shortage of skilled workers in some areas; in other words, a lack of workers with certain professional qualifications who are willing to work on the terms offered.

Above all, this affects professions in which either relatively low wages are paid or one has to work at night and on weekends – or even both. These include activities in the baking or Meat industry also the care professions – and here in particular care for the elderly. According to the Federal Ministry of Economics, she is the “number one shortage occupation” among the roughly 70 occupations in which the Federal Employment Agency has identified a nationwide shortage of skilled workers and which it names on its semi-annual list of shortage occupations.
