Here comes the decree governing the conditions and mechanisms of the cashback, ie the refund of a percentage (1o%, with a maximum limit of 15 euros) of the amount paid with the credit card or the ATM. The provision was published in Official Gazette. To start the experimental phase of the plan, which according to government sources should drop theDecember 8, however, it will be necessary to wait for communications from the Ministry of Economy: we need some agreements with Consap and the company PagoPa. The casback is the first piece of the plan for the cash reduction announced by the government, which will continue in 2021 with the further reduction of the cash ceiling and the receipt lottery with awards for consumers and merchants.

To participate you must register in app IO “Or in the systems made available by an authorized issuer” your own fiscal Code he identification details of one or more electronic payment instruments that will be used for purchases. If you register a debit or prepaid card enabled for the PagoBancomat circuit, PagoPA will directly obtain the identification details of the card using the tax code.

The experimental phase, which closes on December 31, will involve those who will make at least 10 card payments from the start of the operation to December 31. In February, 10% of the amount spent will be returned to him, always with a maximum limit of 15 euros for each transaction (costs exceeding 150 euros, therefore, will only compete up to that amount). In January, the measure will be fully operational. To participate it will be necessary to do at least 50 cashless transactions every six months (the calendar indicated is January 2021 – 30 June 2021, 1 July 2021 – 31 December 2021, 1 January 2022 – 30 June 2022) and the refund will always be 10% up to a maximum of 15 euros. The cashback obtained for each semester cannot in any case exceed € 150. It will be paid within 60 days of the end of the semester. Also expected a ‘super-reimbursement’ from 1,500 euros to 100,000 buyers who will have used the card more.

Refunds will be paid into the current account indicated at the time of joining the program or at a later time. Given the “high number of payments” and delivery times “not achievable through the ordinary payment procedures provided for by the State accounting system”, a specific bank account will be opened in the name of Consap, a subsidiary of the Treasury, to which the ministry will transfer the amount of reimbursements due, which Consap will provide. For the collection of data and the management of the service, two agreements are envisaged between the Ministry of Economy, on the one hand, and the company Pago Pa and Consap on the other.
