It has also been reported that on December 18, 2018, the Corruption Prevention and Combating Bureau (KNAB) detained former Daugavpils Mayor Rihards Eigims (“Our Party”) in a bribe case, but he was released soon after.
At that time, KNAB informed that in September it had initiated criminal proceedings for the fact that an official of Daugavpils City Council had demanded a bribe in the amount of 10,000 euros from a natural person in connection with the procurement procedures performed by Daugavpils City Council in the field of construction. A total of two detainees were reported. KNAB also performed procedural activities in Daugavpils City Council.
The criminal proceedings initiated by KNAB are related to the procurement of reconstruction of two educational institutions worth four million euros, in which “Modus būve” has been recognized as the winner.
Eigims, on the other hand, stated that he had neither demanded nor taken any bribes, and the KNAB had not indicted him either.
Later, Daugavpils City Council announced plans to terminate the contract with Modus būvi. Upon termination of the contract, Daugavpils City Council wanted to recover the paid advance of 300,000 euros.
It was also reported that on June 11, at the regular council meeting, at the invitation of the deputies of the Latgale party and the “Our Party” part of the council, the chairman of Daugavpils City Council Elksniņš was ousted for the second time during this council term.
