The other states named by Cuomo include Alabama, Arkansas, Arizona, North Carolina, South Carolina, Texas, Utah, and Washington. They were designated as states that have 10 people per 100,000 citizens who have tested positive for the virus on a “rolling seven-day basis,” according to Cuomo.
