How will the transport work during quarantine? Cabinet approved new rules

Restrictions will apply only to interregional transportation – for urban and intraregional, the rules have not changed yet

Cabinet of Ministers of Ukraine approved new rules for passenger transportation during quarantine. They will take effect from October 21.

From October 21st, inter-regional transport in yellow, orange and red areas will only be allowed if drivers, crew and passengers have one of these documents:







  • document on the complete course of vaccination;
  • if the yellow zone is enough, the document confirming the receipt of one dose of the vaccine is enough;
  • an international, domestic or foreign certificate of vaccination against COVID-19 with one dose of a single-dose vaccine or two doses of a two-dose vaccine, which are authorized by WHO, a negative PCR test result or a certificate of recovery of a person from covid, confirmed using the Unified State Portal of Electronic Services, in particular using “Diy”;
  • negative result of a PCR test or rapid test for the determination of coronavirus antigen, which lasts 72 hours.

The new rules apply to both regular and non-scheduled passenger traffic. We are talking about buses, planes and trains – routes of interregional communication. However, these rules will not apply to urban and intraregional transportation.

The carrier will be responsible for compliance with the rules.

What restrictions are in effect now

From 23 September Ukraine fell into the yellow zone of epidemic danger… The country has restrictions:

  • mass events with the participation of more than 1 person on an area of ​​4 sq. meter or the occupancy of the halls for more than two thirds of the seats in each separate hall;
  • no more than 4 people at a table in a catering establishment, and the distance between tables is at least 1.5 meters;
  • cinemas and other cultural institutions operate with less than two-thirds of the seats or 50% of seats in each separate hall;
  • gyms and fitness centers work only if the number of visitors is limited at the rate of one person per 10 sq. meters of area.
