How to Make a Business Certificate for the Terms of Obtaining BLT UMKM Page all

JAKARTA, KOMPAS.com – The government through the Ministry of Cooperatives and SMEs (Kemenkop UMKM) has extended the Presidential Assistance program ( Banpres) Productive or Direct Cash Assistance ( BLT) in the amount of IDR 2.4 million ( UMKM assistance of Rp. 2.4 million).

Initially, this program ended last September, but because this BLT program has an additional threshold for 3 million new SMEs, then the program BLT assistance this was extended to December 2020.

Quoted from the official website of Kemenkop, Friday (30/10/2020), document requirements that must be prepared to get BLT UMKM Rp. 2.4 million among others, National Identity Number (NIK), Identity Card (KTP), residential address, line of business, and telephone number.

Other requirements, as quoted by the Kemenkop website, for micro business actors whose business address is different from the domicile address as stated on the KTP, they can attach Business Certificate ( SKU).

SKU is a letter made by the authorities, in this case the sub-district or village head. This means that the management is sufficient to go to the sub-district or village office to be legalized at the sub-district office.

Fill in the SKU to explain that the person whose name is stated in the letter is indeed a resident of the RT and RW that is under the kelurahan or village and does indeed have a business mentioned in the letter.

The requirements for submitting a SKU application include a cover letter for KTP, RT or RW, and KK. After a sub-district / village office is issued, the SKU can then be brought to the sub-district office signed by the camat and validated with the Kecamatan stamp.

There are no fees for making SKUs both at the exit / village office and sub-district office. SKUs have a validity period of one year from the date they are issued.

Management at PTSP

Meanwhile, how to make SKUs in some areas, applications for SKU can be submitted to the one-stop integrated service office (PTSP). One of the implementers of PTSP for SKU issuance is DKI Jakarta Province.

Quoting from the official website of PTSP DKI Jakarta, pelayanan.jakarta.go.id, following the SKU registration requirements.

  • Letter of application which contains a statement of permission and validity of documents and data. The application letter must be accompanied by a seal.
  • RT / RW cover letter.
  • Letter of authority when the business owner appoints another person to manage the SKU. The letter must be accompanied by the seal and ID card of the authorized party.
  • The identity of the applicant, including National Identity Card (KTP), Family Card (KK), and Taxpayer Identification Number (NPWP).
  • A statement letter from the applicant stating that he will not sell on sidewalks, road bodies, and does not interfere with public activities accompanied by a stamp
  • Photos of business locations
  • A land / building lease agreement, a letter of non-objection, and the KTP of the land / building owner for land / building leased for business (for MSMEs renting business premises).

Several other forms and document formats can be downloaded on the official website of PTSP DKI Jakarta.

Meanwhile, for legal entities such as PT, CV, and cooperatives, submissions for SKU must attach additional requirements, namely in the form of a Decree of Endorsement from the Ministry of Law and Human Rights for PT and foundations.

Then the endorsement from the District Court if it is a CV, and the endorsement from the Ministry of Cooperatives and SMEs for cooperative type businesses.

For this reason, before applying for SKU, make sure the local government policy is in accordance with domicile, whether the creation of SKU is submitted to the sub-district office / village office that is validated by the sub-district, or through the local PTSP.

If the SKU has been taken care of and other documents are complete, small business actors can immediately register themselves with the cooperative office in their domicile (2.4 million assistance for MSMEs).

The registration process for this assistance is still open to MSME players until the end of November 2020. The government is increasing the target number of BLT UMKM recipients to IDR 2.4 million or Productive Banpres Micro business ( BPUM) from 9 million recipients to 12 million recipients.

For beneficiary registration UMT BLT assistance, The Ministry of Cooperatives and SMEs said that registration of potential beneficiaries can only be done offline.

Although this assistance is intended for all MSME business actors, there are several conditions that must be fulfilled, namely:

  • Micro business actors who are currently not receiving working capital and investment credit from banks (unbankable).
  • Business actors are Indonesian Citizens (WNI) Having a National Identity Number (NIK)
  • Have a micro business as evidenced by a letter of proposal from the applicant with attachments
  • Not ASN.
  • Not a member of the TNI / POLRI
  • Not a BUMN / BUMD employee.
