In what is the first ordinary meeting since the start of the pandemic, there are many issues accumulated, mainly in terms of votes and presentation of proposals, with the Period Before the Agenda consumed more than four hours.
On Monday, the hottest points, such as the appreciation and voting of the Accounts for 2019, and also the appreciation and voting of the Personnel Map for 2020, make room for the aggregation of the approximately 120 employees of the Frente Mar.
From the intentions of what has already happened, there is a clear indication of votes against the majority of municipal deputies, regarding the 2019 accounts.
OPPOSITION POINTS POOR IMPLEMENTATION
João Paulo Marques, from PSD, leaves his synthesis. “Our assessment can only be negative. These accounts show that the city is at a standstill, there is no investment in Funchal, revealing the lowest execution rate in the last decade. What the Chamber expected to do, it only achieved 37%. It is a negative record that remains forever in the history of this Executive. At the same time, all revenues from taxes and fees have increased. In other words, the municipality charges more money and receives more revenue, however, it is unable to place these projects and practice. In addition, just like last year, the accounts come with no more information for Members and we get the feeling that this Executive is withholding information. Our judgment will have to be negative and for the second consecutive year its accounts will fail and the Executive will keep this stain on the curriculum ”, he conferred to the media.
According to the CDS, Gonçalo Pimenta considers that in the Accounts “we are also evaluating the execution rate and it is the lowest rate presented by this Executive. It is around 32 percent, which is very low compared to the Chamber’s multi-annual investment plan. There were works not carried out, such as the Strategic Urban Rehabilitation Plan, valued at 1.7 million euros. And the people from Funchal have to know that this executive, from the point of view of execution, only spent 85 thousand euros in PERU. This is an example of non-functioning. The urban requalification of the Parish of São Gonçalo had an enrollment of 200 thousand euros, and the execution was zero. And there was a cash balance, there are 16 million in the bank that carry over from 2019 to 2020 and then we have this low execution rate. We also did not notice the increase in the area of studies and opinions, with an increase of 0.3 million euros, compared to 2018. The Chamber increases the acquisition of goods and services and decreased investment. They are not transparent accounts and we do not agree with them ”.
Herlanda Amado, from CDU, explains that “the consolidated accounts confirmed what we have been denouncing for a long time. “This Chamber has been fruitful in promises, deceiving and deceiving people. And these accounts confirmed that there are a number of works that are announced, but that despite the propaganda, afterwards, the execution leaves much to be desired ”.
Finally, Raquel Coelho, from PTP, is of the opinion that “we cannot approve what we do not know. They only made the accounts of the municipal companies available the night before, it seems that they want to hide something, that they want to miss something. And if they have something to hide, then we don’t approve ”..
AUTARQUIA RESPONDE THE WORK DONE

In the parish of São Roque, the work to replace the fiber cement water network that covered the Caminho do Lombo do Jamboeiro, the Caminho da Azinhaga and the Caminho da Penteada takes place, in turn, at a good pace, over an extension of more than 2km. network, with an investment of 566 thousand euros. The mayor explained, in this case, that “within the scope of the contract, another section of the Caminho da Azinhaga was concluded this week, with the closing of the trenches and the partial paving of the path having started, in order to allow road traffic with conditions security over the next few weeks. The entire repaving of the street will be carried out soon after the summer. ”
Also in the field of water network modernization, but this time in Santo António, the Funchal City Council is currently carrying out an intervention to replace the water supply network in Caminho da Ladeira, “another intervention in the high areas of the municipality, in this case the renewal of a drinking water network in an area historically affected by ruptures and spills, which will make the supply more efficient and more sustainable, for the benefit of the residents, and then the path will also be paved. “
