There is a new squeeze from the health minister Roberto Speranza, which provides for a return back on the hypothesis of free movement between Regions starting from 3 June. The idea under consideration in these hours is to make possible from that date only the displacements between Regions that register an equal level of contagion. If this were the case, the Lombards could only move to Molise and Umbria, which currently have the same spread of the virus (medium level). On the contrary, according to the latest data available on the risk of spreading the virus, from regions with low risk rates, one could not – for example – reach Lombardy. To decide, the results of the monitoring imposed on the Regions, drawn up on the basis of the 21 parameters established by the Ministry of Health, will have to be expected.

The minister had been yesterday Francesco Boccia to face the hypothesis of a reopening of internal borders at multiple speeds. “If a region is at low risk, it will probably be allowed to move. If it is at high risk, it certainly will not be able to receive inputs from other regions. Red areas without aid, Regions in revolt. And Hope now locks the boundaries

“Municipalities that have been red zone with national and regional measures all have equal dignity. “The news I receive from many prefectures is worrying, there is too much lightness, especially in aggregative contexts such as squares and bars, which can facilitate the transmission of the virus, there is the risk of going back” warns the Undersecretary of the Interior Achille Variati, anticipating the Interior Ministry’s decision to concentrate the controls of the police forces “precisely on the prevention of gatherings which today represent the greatest danger of re-ignition of the infection”.

Minister Boccia had already said this early in the morning: “The nightlife at this time is not only intolerable, but it risks being a permanent hotbed. Security is not an option, it is an obligation and the State intervenes”. To allow for this, the safeguard clause provided for in the reopening decree which has accelerated, precisely on input from the Regions, the restart of shops, artisans and public establishments, without prejudice to the government’s power to take measures in the presence of a new surge of positives . “At the time of May 28, ten days after the opening of the 18th, we will understand how the numbers are going: if there will be cases of re-infection we should rethink closures, restrictions and even make quarantine outbreaks evident”, threatens the Venetian Zaia . In line with the Emilian Bonaccini, who although he supports that all the movements between regions will be unlocked on June 3, warns: “Prudence must still be high since the effects of Monday’s reopening will only be seen in 10-12 days”.
