Hope blocks borders again, shifts between Regions with the same level of contagion

There is a new squeeze from the health minister Roberto Speranza, which provides for a return back on the hypothesis of free movement between Regions starting from 3 June. The idea under consideration in these hours is to make possible from that date only the displacements between Regions that register an equal level of contagion. If this were the case, the Lombards could only move to Molise and Umbria, which currently have the same spread of the virus (medium level). On the contrary, according to the latest data available on the risk of spreading the virus, from regions with low risk rates, one could not – for example – reach Lombardy. To decide, the results of the monitoring imposed on the Regions, drawn up on the basis of the 21 parameters established by the Ministry of Health, will have to be expected.

The minister had been yesterday Francesco Boccia to face the hypothesis of a reopening of internal borders at multiple speeds. “If a region is at low risk, it will probably be allowed to move. If it is at high risk, it certainly will not be able to receive inputs from other regions. But we hope it will not be so,” explained the holder of the Autonomies immediately after the State Conference. Regions. To which Minister Speranza wrote to give the governors, from Zaia to Bonaccini, who have already had these days authorized visits between relatives residing in neighboring provinces of different regions. For the Health owner at least until June 3, travel can be allowed only if “strictly necessary”.

It is not the only source of controversy. About the “red areas“excluded from the relaunch decree, the deputies Federico Conte (Leu), Umberto del Basso de Caro (Pd), Vito De Filippo (Iv) and Nico Stumpo (Leu) announce an amendment to reintegrate the municipalities that ended up in quarantine before the lockdown total: “The proposed modification is ready and will be presented to the Chamber as soon as the process for the conversion of the decree will start”.

“Municipalities that have been red zone with national and regional measures all have equal dignity. Discrimination cannot be made,” they explain. “The first formulation of the Decree must be restored – is the request – which in article 112 recognized to all Italian municipalities declared as a red zone for 30 days to access the allocation of funds for 200 million euros, in order to guarantee support and tax bonuses. ” “The government, with the Minister of the Economy, Gualtieri, has declared itself available to remedy. We will do it in Parliament with our amendment,” they conclude.

What seems to put everyone in agreement is the nightlife alarm as a primary source of contagion. From the Alps to Lampedusa not even one of the local administrators contested the alert launched by Prime Minister Giuseppe Conte on the need to intensify controls and exhume restrictive measures should the epidemiological curve go back up, perhaps precisely because of the crowding around the night clubs recorded in the last days.
So much so that the mayors are already gearing up.
In Pisa the square with the highest concentration of bars and pubs, forced like Cinderella to retire at midnight, becomes a limited number. In Bari “high fines” will start. In Genoa “megaphones will come into action”. In Bologna, the police “will disperse the gatherings”.

“The news I receive from many prefectures is worrying, there is too much lightness, especially in aggregative contexts such as squares and bars, which can facilitate the transmission of the virus, there is the risk of going back” warns the Undersecretary of the Interior Achille Variati, anticipating the Interior Ministry’s decision to concentrate the controls of the police forces “precisely on the prevention of gatherings which today represent the greatest danger of re-ignition of the infection”.

Minister Boccia had already said this early in the morning: “The nightlife at this time is not only intolerable, but it risks being a permanent hotbed. Security is not an option, it is an obligation and the State intervenes”. To allow for this, the safeguard clause provided for in the reopening decree which has accelerated, precisely on input from the Regions, the restart of shops, artisans and public establishments, without prejudice to the government’s power to take measures in the presence of a new surge of positives . To be exercised without delay, especially in areas with a high spread of the virus.

This is clearly explained by Prime Minister Conte in his information to the Chambers. “This is not yet the time for parties, nightlife and gatherings. Be careful because exposing yourself to contagion means exposing loved ones to contagion too”. And again: “We have prepared an accurate national monitoring plan” which “will allow us to intervene, if necessary, with restrictive measures in the event that, in specific places, new outbreaks should occur”.

But it may not be needed. The governor of Campania De Luca, to say, has signed an ordinance that fixes the closing of bars, wineries, ice cream parlors, patisseries and those who dare to drink the tiratardi at 11 pm. And even Northern League colleagues have become more cautious.

“At the time of May 28, ten days after the opening of the 18th, we will understand how the numbers are going: if there will be cases of re-infection we should rethink closures, restrictions and even make quarantine outbreaks evident”, threatens the Venetian Zaia . In line with the Emilian Bonaccini, who although he supports that all the movements between regions will be unlocked on June 3, warns: “Prudence must still be high since the effects of Monday’s reopening will only be seen in 10-12 days”.
