The creation of the ARS, endowed with legal personality and financial and administrative autonomy, falls within the framework of the redeployment plan of the ministry at the regional level, explains the daily. The implementation of this phase of the ministry’s administrative deconcentration master plan should take place between this year and next year. Of course, the daily notes, this redeployment of the ministry to regional and local levels will bring about a radical change in the management of the health card and the supply of care.

Aware of the importance of administrative deconcentration in health management, the Ministry of Health has worked, since 2011, to generalize the decentralization policy, recalls the daily. And this, he continues, by the creation of regional health directorates in different regions of the Kingdom, as well as delegations at the level of provinces and prefectures. Several responsibilities have been conferred on these decentralized administrative entities in terms of financial management and human resources.

Today, the ministry is about to take a new step. Indeed, raises Al Akhbar, as part of the reform of the health system, it was proposed to create regional health agencies in different regions of the Kingdom in the form of public establishments with financial and administrative autonomy. These agencies, which will replace the regional health directorates, will be able to have all the powers and responsibilities necessary to carry out both a regional health policy and ensure the management of financial and human resources, and aspects relating to the health sector at the same time. region level.

Regarding the realization of this new stage, the final transfer will be made, from the first year, of all the powers delegated to the decentralized services. The transfer of other attributions and competences will take place from the third year, with the exception, of course, of those which cannot be transferred.

Among the competences and powers that cannot be delegated, are the authorizations related to drugs, pharmaceuticals and medical devices. These skills and responsibilities cannot be delegated or transferred to decentralized services, because they must be controlled by the national laboratory for the control of drugs and pharmaceutical specialties under the administration. The national laboratory, which has the required capacities, is accredited by the World Health Organization and the European Directorate for the Quality of Medicines and Health Care. Authorizations relating to the practice of medicine by foreign doctors cannot be entrusted to decentralized services either.
