Grišins, Šulte and another candidate are applying for the position of the Chief of the State Police

Both generals confirmed that they had submitted their applications in that competition. LETA is also aware that another person has submitted the application.

Beata Jonite, Adviser to the Minister of the Interior Sanda Ģirģens (KPV LV), pointed out that the Ministry of the Interior is currently collecting information on applications, will not mention specific persons and will not provide further comments. She also noted that it was possible for candidates to submit applications by mail yesterday.

It has already been reported that the deadline for applying for the position of the head of the LP expires yesterday.

Previously, applications were expected to be submitted by 9 April, but due to the national emergency, the application was extended indefinitely. When the emergency situation ended on June 9, the application deadline was set for July 1.

An official may apply for the competition only from among senior or senior officers, whose length of service in the system of the Ministry of the Interior (MoI) and the Prisons Administration is not less than ten years. This means that judges, prosecutors or officials from other institutions outside the home affairs system will not be able to enter the competition.

The competition commission approved by the order of the Minister of the Interior Sanda Ģirģens (KPV LV) is chaired by the State Secretary of the Ministry of the Interior Dimitrijs Trofimovs, the deputy head of the commission is the Parliamentary Secretary of the Ministry of the Interior Signe Bole.

The members of the commission are Jānis Veide, Adviser to the Minister of the Interior, Jānis Bekmanis, Deputy State Secretary of the Ministry of the Interior, Normunds Mežviets, Head of the State Security Service, Guntis Pujāts, Head of the State Border Guard, Jānis Maizītis, Director of the Constitution Protection Bureau

Candidates had to submit a vision of the development of the LP over the next five years, work priorities and necessary reforms, as well as the process of their implementation. The vision will also have to be presented to the competition commission in no more than 40 minutes.

Discussions are also planned with the candidate about the motivation for the position and the vision of the LP’s priorities and development. The competition committee will also assess the candidate’s professional knowledge and foreign language skills.

In the assessment of the candidate’s competencies, a recruitment company will be involved, which will help to assess the strategic vision, decision-making and responsibility, results orientation, initiative, change management and ethics. The Commission is entitled to carry out a preliminary examination of possible obstacles for a candidate to obtain the necessary permission for state secrecy in accordance with the job description.

After getting acquainted with the written recommendation of the commission, the Minister of the Interior will make a decision regarding the nomination of the candidate or candidates nominated by the commission for approval for a term of five years at a sitting of the Cabinet.

The Minister of the Interior will also have the right to invite the candidate recommended by the commission to an individual interview before taking a decision on the nomination of a candidate for appointment.

Before taking a decision on the nomination of a candidate for appointment, the secretariat of the competition commission will ensure the sending of candidates for a complex psychological-polygraph examination on the proposal of the Minister of the Interior. It will examine whether the candidate recommended by the panel is free from any circumstances which indicate that the person is in a situation of conflict of interest or any other circumstances which might create a risk in the performance of his duties.

At the end of last year, the former head of the VP, General Ints Ķuzis, decided to resign. February 10 was the last working day for Kuzis as the head of the VP. From February 11 until the end of the competition, Grišins, the head of the Main Criminal Police Department, has been appointed as the head of the VP.
