I do have the boxed-not-steam version but it is just playable including with the Games For Windows Live functionality, which by the way still works.
You probably have to install the GFWL marketplace on the PC first.
Only when installing from the DVD you have to take into account that the release-date check from Securom is not functioning properly, you have to reset your system time to 2012 or 2013 because otherwise it will not work.

It is true that the Securom DRM (and Safedisc?) Is disabled via patch KB3086255 on Windows 7 and this DRM has never been removed from the game, which can cause problems, with Windows 10 this is already the case by default. (may not apply to the Steam version)

I have, however, excluded that patch myself, so it doesn’t bother me, but otherwise you probably won’t end up playing a ‘patched’ game.

The disadvantage, however, is that in my case Social Club is skipped during the start-up, so if you are not logged in after the installation of the game, you will not be able to play online, which still works but has hardly any players left.

Regardless of how you get used to it, Rockstar Games has gone a long way in GTA IV in terms of support after the game was released, and we’re not even talking about the cheats / adjustments in the multiplayer section that other players could take control of or their game could crash. No one has ever been banned via GFWL for those cheats or changing game files.

Yes there is a verification check on the game files if they have been modified and you will be thrown into a mud online section, so if you are the host of the lobby, vanilla players will no longer be able to join and I think you will only see lobbies from cheaters.
But that verification is in part easy to fool the garden, so that modders could make life miserable for vanilla players with modified files.
