Germany called on Ukraine to implement “Steinmeier formula” – UNIAN

The German Foreign Ministry called on Ukraine to fulfill the agreements at the end of the Normandy Summit in Paris in December 2019 and to implement it in its legislation. “Steinmeier formula“.

German Foreign Ministry Press Service published a statement on the anniversary of the ceasefire agreement reached in the Trilateral Contact Group. Russia and Ukraine were called upon to fully implement the agreements at the end of the summit.

“We call on Russia and Ukraine to fully implement the conclusions of the summit agreed in Paris in December 2019, with the aim of achieving tangible improvement for the people in eastern Ukraine. Ukraine must also fulfill its obligations, for example, on the implementation of the so-called Steinmeier formula into Ukrainian legislation, “the report says.

The German Foreign Ministry stressed that Russia should open checkpoints in the Donbass, which had been blocked by militants for several months, to clear the territory and withdraw heavy weapons.

The German foreign ministry added that the OSCE SMM should be provided with unhindered access to the JFO zone in order to better monitor the ceasefire.

“To do this, she needs unhindered and safe access throughout the conflict zone. Together with France, Germany will continue to stubbornly insist on a permanent resolution of the conflict in eastern Ukraine, for which the Minsk agreements continue to remain an invariable basis, ”the statement says.

Steinmeier formula: what is known

Steinmeier formula called the mechanisms for the implementation of the Minsk agreements proposed in October 2015 by the head of the Federal Republic of Germany.

The “formula” consists in holding local elections in ORDLO in accordance with the Constitution of Ukraine, confirmation of the democratic nature of elections by the OSCE – the permanent entry into force of special local self-government in certain areas of Donetsk and Luhansk regions. Simultaneously with the implementation of this law – the withdrawal of troops and the establishment of control of Ukraine over the eastern border.

At the same time, since 2015, Kiev has insisted on a phased settlement of the conflict in Donbass, while Russia and the leaders of the militants insist that the points should be carried out simultaneously, and not in chronological order.

Representatives of the incumbent President Volodymyr Zelensky now accuse their predecessors of agreeing to the “formula”, and the authorities, they say, should be guided by the 2016 agreements.

However, the previous government insisted on the prerequisites in the issue of security, and the “formula” of the German minister explains only the procedure for holding elections and the entry into force of the law on special status.

The question of the implementation of the “Steinmeier formula” was once again raised at the “Normandy summit” on December 9 in France. Then the Ukrainians reacted angrily to the possibility of its introduction with protest actions.
