A government of national agreement with a concrete program and a fixed horizon – this remains the possible formula for a way out of the crisis. Not now, but within the framework of the next, 48th parliament, the date of the elections for which is expected by President Rumen Radev at the beginning of next week. And the offer is no longer from the participants in the previous government, but from GERB.
I don’t know if the successful formula in the 48th National Assembly will be exactly the coalition one. I think we should leave all options open. There are possibilities for a program government, for a government of national agreement. If GERB is the first political force, we will hold talks about a government. We are ready.
Without GERB, this political crisis cannot be resolved
This was explained by the deputy chairman of the parliamentary group, Toma Bykov, hours before the last bell of the 47th National Assembly rang on Friday.

Even if he wanted to, the president cannot extend the work of the deputies during their vacation month.
As an argument for his thesis that a programmatic, not classic coalition cabinet is needed, Toma Bykov explained to BNR that the current governing majority had “a very weak structure that practically broke itself.”
Perhaps the biggest flaw of this administration was that it never managed to develop any effective decision-making mechanism. If GERB participated in the management, it would definitely be far more competent. We had this type of government in 2014 – 2016, when again four political formations were in the ruling majority, he recalled.
The leader of GERB, Boyko Borisov, already on Wednesday indicated as a possible formula some kind of cooperation between his party and “We continue the change”, which are expected to be the two largest groups in the future parliament. “I can work with anyone who respects the motto of the National Assembly,” he answered when asked if a conversation with the Prime Minister could be sought.
However, the farewell political declarations in the plenary hall yesterday were not in this spirit. The head of the PP group accused the “players” from GERB and DPS: From the parliamentary rostrum they played their favorite game – the thief calls “hold the thief”. We also heard the words “don’t ask organized crime”. Everything we did and endured was worth it. But because of your gymnastics, Bulgaria is still struggling here. That is why there is no effective prosecutor’s office, and the regulators are mired in incompetence.
Big changes are made when there are more MPs who want them to happen. Were there enough deputies who want Bulgaria to go on the path of change? There was none, ladies and gentlemen! There was no anti-corruption majority, corruption did not find enough enemies, masters of the trade and those who cannot live in opposition, continued Gyurov.
The “A team” proved in 6 months that they are amateurs. The amateurs leave broken state institutions, a grid-ravaged parliamentarism, an energy crisis, half-bankrupt state-owned enterprises in the energy sector. After the energy crisis comes an economic crisis and unemployment, the head of the GERB group, Desislava Atanasova, returned to him. The barrage of mutual insults and accusations exchanged between the deputies in the 47th National Assembly will end in a legal battle.
BSP PG Chairman Georgi Svilenski will sue Toshko Yordanov for defamation, bTV reported. The occasion is a scandal for the reason that failed to form a cabinet during the mandate of the Socialists.
“I understood that there would be no government of the presidential council when, in one voice, Jordan Tsonev, Toshko Yordanova, Kostadin Kostadinov and Desislava Atanasova jumped like scalded when they realized that there was a point where the parliament’s program, including the changes in the KPCONPI, was set and the election of Boyko Rashkov as the chairman of the anti-corruption commission”, said Svilenski. “He is a liar. The third mandate did not fail at the chairman’s council, but when Hristo Ivanov’s record expired”, countered the head of the deputies from ITN.
For now, however, a legal saga is not emerging for another insult – GERB MP Nikolay Nankov declared his colleague from PP Nastimir Ananiev politically impotent. According to the former minister, the current management in the Ministry of Internal Affairs and Communications is the result of “coalition rape”.

Hristo Ivanov hastened the decision to create a large pre-election coalition. This was announced by the MP from “We continue the change” Iskren Mitev.
“With this request, he creates an expectation in society. He presupposes things and this is a little pressure on the situation”, he commented to BNR. According to him, every participant in this government and this administration should have taken his own responsibility. “Our responsibility is that in our desire not to compromise and to break the pattern that has been until now, we have not really judged correctly that they will not let us be uncompromising. People’s representatives with experience are used to things not being decided in the National Assembly, but I saw that they can actually be decided there. It happened that speeches from the tribune changed the course of events, changed certain votes”, Mitev is optimistic.
The topic of a coalition between “Democratic Bulgaria” and “Promyanata” has been discussed for nearly a month, after Hristo Ivanov renewed the offer made even before the vote last fall. The logic is the electoral overlap of the two formations, he explained.
The PP admits that they seriously discussed this, and the experts pointed out the pros and cons of both options. Losing the peripheral vote was among the main concerns.
A coalition without common lists was also an option. In this case, a pre-election coalition will not be registered, but an agreement for future cooperation will be signed, it was said orally by the MP from “Promyanata” Rosen Kosturkov to Nova news.
Additionally, the general lists are complicated by the fact that the PP will probably go to the vote again with the registration of the 3 mandate-bearing parties, because it will not be entered in time by the court in the party register due to the late submission of documents.

A merger with Slavi Trifonov’s “There is such a people” and Stefan Yanev’s “Bulgarian Rise” will be sought from VMRO for the next early parliamentary elections.
According to sociological surveys, there is currently a high probability that ITN will not cross the barrier to enter the next National Assembly. They give no chance at all to VMRO – the formation with honorary chairman Krasimir Karakachanov, which is now managed by the triumvirate of Angel Dzambazki, Iskren Veselinov and Alexander Sidi.
Already on Wednesday, with a message to the media, VMRO announced that they are inviting all formations that are considered patriotic to unite the “Bulgarophiles”. As well as those who do not approve of the French proposal for membership of North Macedonia in the European Union, which Bulgaria has already signed. No specific parties were mentioned in the announcement, but when asked by “24 Chasa” whether a coalition was being negotiated with Slavi Trifonov’s formation, both parties denied it.
However, the decision for VMRO to appear in a coalition was made at a management meeting the same day. And although he denied that talks had already taken place, yesterday on the party television “Bulgaria 24”, one of the three co-chairmen of VMRO Iskren Veselinov announced that they will invite Trifonov’s people for a coalition within a week.
The party will organize a big forum around August 6, Veselinov said. Former acting Prime Minister Stefan Yanev and his new party “Bulgarian Rise” will also be invited to the talks. Unlike ITN, which never positioned itself, Yanev defined his formation as national-conservative, which in terms of ideas is close to the ones declared by VMRO. The party of the former acting prime minister was also considering a coalition with that of Maya Manolova – “Stand Up, Bulgaria”. However, the two did not manage to understand each other, and even after Yanev decided that his formation would be patriotic, the talks with Manolova naturally ended, since her platform is more social.
Meanwhile, the general’s great electoral potential, which was initially pointed out, was significantly reduced in sociological forecasts. Only “Vazrazhdane” grows in this spectrum.
VMRO will also seek talks with its former partners from NFSB. Until last year, the party was headed by Valery Simeonov, but he decided to retire from politics. Now its chairman is his right-hand man Boris Yachev, whose path in politics also passed through VMRO.
