Generalization of social coverage: A 5-year plan in Morocco

To succeed in the generalization of social coverage, which is a “major reform”, it is “imperative” to put in place prior and accompanying measures, the Minister of the Economy stressed this Tuesday in Rabat. , finance and administrative reform, Mohammed Benchaâboun.

These include the overhaul of the legislative and regulatory framework, the upgrading of hospital structures and the organization of the healthcare sector, the reform of the social systems and programs already in place, in particular through the operationalization of the Register. Social Unified (RSU), said Benchaâboun who was speaking at a press conference on the operationalization of the royal guidelines contained in the Speech from the Throne.

He also highlighted the reform of the governance of the social protection system and the tax reform relating to the establishment of the Unique Professional Contribution (CPU).

And to add: “The reform of social protection is a large-scale societal reform which calls for profound changes in the management and governance of the social protection system in Morocco”.

This reform, continues the Minister, enshrines universal social coverage through the generalization of Compulsory Health Insurance (AMO) and Family Allowances (AF) to all households from January 2021, in addition to a pension for the benefit of the active population not covered and an indemnity for loss of employment (IPE) for the benefit of the active population.

Benchaâboun also informed that in accordance with the instructions of King Mohammed VI, a constructive social dialogue will be opened immediately with all the partners in order to complete the development of a global pragmatic vision (planning, legal framework and financing option).

He also specified that the deployment of this reform will be done gradually, over a period of 5 years in two phases, according to a well-defined chronology. Thus, the period 2021-2023 is devoted to the deployment of AMO and AF, while that 2024-2025 will be dedicated to the generalization of retirement and IPE for the benefit of the working population.
