Four offers for the construction of the Kartuzy bypass, three are within the budget

In the tender for the preparation of design documentation and construction works of the local government section of the so-called Kartuzy bypas, three companies submitted offers that are within the budget Pomeranian Metropolitan Railway.

The so-called “Carthusian Bypass” is a detour railway route from Gdańsk to Kartuzy via Kokoszki and Stara Piła, following the old railway lines No. 234 and 229.

It is created in connection with the electrification prepared by PKP PLK and the construction of a second track on the line 201 of the Gdynia – Kościerzyna – Bydgoszcz line.

Due to this investment, rail traffic to Kartuzy and Kościerzyna – for five years now served by trains on the PKM route – may even be completely stopped and replaced by alternative transport.

– In order to minimize the related difficulties for passengers using railway connections between Kashubia and the Tri-City, the idea was born to reactivate the former railway line from Gdańsk via Stara Piła to Kartuzy and use it as a railway detour for the modernization of line 201 – he explains Mieczysław Struk, Marshal of the Pomeranian Voivodeship.
In fact: when the Kartuzy bypass is built, the inhabitants of Kartuzy and Kościerzyna poviats will be able to reach the Tri-City all the time by rail, even during works carried out by PKP PLK on the Gdynia – Kościerzyna line.

  1. modernization of approx. 15 km of the existing Gdańsk Kokoszki – Stara Piła – Żukowo – Glincz line (owned and operated by PKP PLK),
  2. reconstruction of less than 1.5 km of track on the section PKM Gdańsk Kiełpinek – Gdańsk Kokoszki (carried out by PKM SA, a company belonging to the Self-Government of Pomorskie Voivodeship, in cooperation with the city of Gdańsk).

PKM allocated PLN 56.82 million (gross) for the construction of the “local government” section of the “Carthusian Bypass”. After the bids were opened in the tender for these works, it turned out that three out of four bids fit into this cost estimate:

  1. Torhamer from Gdynia – PLN 43.25 million
  2. Pomorskie Przedsiębiorstwo Mechaniczno-Trackowe from Gdańsk – PLN 49.16 million
  3. Roverpol from Warsaw (consortium leader) – PLN 51.84 million
  4. NDI and NDI SOPOT SA (partner) from Sopot – PLN 65.8 million

The selection of the contractor will be determined by two criteria: the price (95%) and the contractor’s experience (5%).

Only after formally checking all the documentation submitted by potential contractors and assessing the above-mentioned criteria, it will be possible to select and announce the winner of the tender.

Design, new embankment and new tracks in two years

24 months from the moment of signing the contract between the selected contractor and PKM SA are planned for the implementation of all works, including obtaining the required permits and approvals.

The scope of work includes connecting the railway line No. 234 (the so-called “Carthusian bypass”) into line 248 (PKM) at the Tri-City ring road, in front of the Gdańsk Kiełpinek PKM stop (going towards Wrzeszcz) and revitalization the line 234 itself, over a section of almost 1.5 km (to the vicinity of the junction of Osiedlowa andjazdowa streets).

The existing pre-war embankment will be partially dismantled and then rebuilt and reinforced. The works will also include the construction or reconstruction of two culverts under the tracks on the Bystrzec stream, passages under the tracks connecting the Karczemki estate with recreational areas at the Kiełpinek reservoir and a road viaduct connecting the streets: Osiedlowa andjazdowa.

– It is worth noting that already a few years ago, when designing the Pomeranian Metropolitan Railway, we foresaw the possibility of reactivating line 234 in the future and we built our line in a way that minimizes the work necessary to connect both railway lines – says Grzegorz Mocarski, president of PKM SA. – Therefore, immediately at the Kiełpinek level, a different type of turnouts was used, allowing for driving at a speed of 100 km / h towards the bypass, and the entry signals to the Kiełpinek stop from the airport side were moved away.
It should be noted, however, that for the Carthusian Bypass to work, it also needs a 16-kilometer section built by PKP PLK. The railway company has already tried twice to find contractors for these works.
Each time the tender was canceled as the bids did not meet the budget.
